The Georgia Department of Community Affairs is accepting applications for the 2023–2024 Hurricane CDBG-DR Public Infrastructure Application. The program supports disaster recovery public infrastructure projects in communities affected by Hurricane Idalia, Tropical Storm Debby, and Hurricane Helene.

Applications are due October 5, 2026 at 5:00 PM EST, as stated by the Georgia Department of Community Affairs. Applications must be submitted through the official application portal.
Eligible applicants
Eligible applicants are units of general local government in eligible Most Impacted and Distressed counties identified by DCA. Eligible counties include Appling, Atkinson, Bacon, Ben Hill, Berrien, Brooks, Bryan, Bulloch, Burke, Candler, Chatham, Clinch, Coffee, Colquitt, Columbia, Cook, Effingham, Emanuel, Evans, Glynn, Jeff Davis, Jefferson, Jenkins, Johnson, Lanier, Laurens, Liberty, Lincoln, Long, Lowndes, McDuffie, Pierce, Richmond, Screven, Tattnall, Telfair, Tift, Toombs, Treutlen, Ware, Washington, Wayne, Wheeler, and Wilkes.
Funding and project scope
DCA’s HUD-approved Action Plan allocates $50,000,000 to the Competitive Application Infrastructure Program. DCA states that there is no maximum award for MID counties; individual awards are based on documented need and duplication-of-benefits analysis. DCA does not require matching funds, although leverage is encouraged.
Eligible projects may include water, sewer, stormwater, streets, bridges, drainage systems, and public facilities. Projects must have the required disaster tie back, meet applicable CDBG-DR requirements, be located in an eligible MID county, and satisfy an applicable national objective.
Equipment considerations
Equipment is typically ineligible under the infrastructure program. DCA guidance describes narrow circumstances in which equipment may qualify when it is integral to an eligible public facility or public service, while equipment and furnishings paid from non-CDBG sources may potentially be documented as leverage when otherwise allowable and related to the project.
