Purpose and eligibility
The program supports community based policy and systems change intended to reduce tobacco use and exposure to secondhand smoke, address tobacco related disparities with particular attention to low socioeconomic status populations, and prevent initiation of emerging tobacco products among youth and young adults.
Eligible applicants must be legal business entities with an office in Florida. The RFA lists local health departments, schools, health care providers, community organizations, and nonprofit 501(c)(3) entities as examples. Applicable corporations, limited liability companies, partnerships, and subcontractors must meet Florida registration requirements.
Mandatory match
Applicants must provide an annual match equal to 7 percent of the annual grant funding amount. The match may consist of private cash expenditures, unrecovered indirect expenses, or in kind contributions such as services, personnel, office support, tangible support, or cost offsets.
Program structure and requirements
Providers must implement the required county policy and infrastructure assignments described in the RFA appendices. The program includes Community Tobacco Free Partnership work and Students Working Against Tobacco activities, along with county specific policy priorities and minimum staffing requirements. Applications are evaluated on community need, policy and systems change capacity, partnership readiness, youth engagement, organizational experience, staffing qualifications, and related program requirements.
The application package includes required forms and narrative responses, letters of support, an organizational chart, project staff resumes, the Professional Staffing Qualification Survey, Drug Free Workplace certification, Tobacco Free Staff certification, and other RFA required materials. Final annual work plans are negotiated after award and managed through the Department’s Automated Tobacco Activity Collection System.
Atlas and Nonagon N9+ fit
Atlas Opportunity Score: 84 out of 100.
N9+ Fit Score: 6 out of 100, low.
This is a legitimate Florida public health and prevention funding opportunity, but its core purpose is tobacco control policy, community systems change, youth engagement, partnership development, and prevention infrastructure. The Nonagon N9+ device and platform is not a natural fit for the required work, and Atlas does not treat the solicitation as supporting a device centered clinical project. Applicant pursuit should be based on demonstrated tobacco prevention, policy, coalition, and community engagement capacity rather than a technology procurement rationale.
