Blue Cross and Blue Shield of Kansas 2026 Pathways to a Healthy Kansas Coordination Grant
Blue Cross and Blue Shield of Kansas (BCBSKS) is accepting 2026 Pathways to a Healthy Kansas Coordination Grant applications from coalitions that completed the required Letter of Intent stage. Pathways is a two-year community health initiative supporting up to 20 Kansas communities from January 1, 2027 through December 31, 2028.
Current applicant status: This application stage is not open to new applicants. The Letter of Intent deadline was August 21, 2026 at 4:00 PM CT, and BCBSKS states that the application link was sent only to coalitions that submitted a Letter of Intent. Atlas treats the opportunity as currently actionable only for those prequalified coalitions.
Funding: The Coordination Grant provides up to $100,000 total, or up to $50,000 per year for two years. Selected communities also receive technical assistance to prepare eligible organizations within the community for later noncompetitive Pathways Implementation Grants.
Deadline: Qualified coalitions must submit the Coordination Grant application by October 2, 2026 at 4:00 PM CT.
Eligibility: Applicants must operate through an existing active community health coalition and must be registered as a coalition through Elevate Kansas. BCBSKS serves 103 Kansas counties; Johnson and Wyandotte counties are outside the BCBSKS service area. Only coalitions that submitted the required Letter of Intent and received the application link are eligible for the current application stage.
Program structure: Funded communities must work across five Pathways: Economic Stability, Education Access and Quality, Health Care Access and Quality, Neighborhoods and Built Environment, and Social and Community Context. Each funded community selects one intervention package from each pathway and uses the Coordination Grant to support coalition coordination and implementation readiness.
Allowable costs: Acceptable Coordination Grant expenses include meeting costs and materials, meeting technology and healthy food, compensation for community members participating in focus groups or similar activities, assessment and analysis contracts, technical assistance not directly provided by BCBSKS, personnel working directly on the grant pathways, marketing and communications, qualifying travel, training, and other needs such as equipment when approved by BCBSKS.
Match: The application packet does not state a single universal cash-match percentage for the full Coordination Grant. It does state that the award is intended to support no less than half of a full-time coordinator position and that, when grant funds support more than half of that position, local match may include office space, benefits, equipment, or other support. Applicants should follow the controlling packet and BCBSKS guidance for their specific coordinator budget.
Ineligible uses: The current packet excludes medical research, capital campaign contributions, operating deficits and debt, construction, real estate and endowments not part of a Pathways-initiated program, lobbying, political candidate or voter-registration activities, grants to individuals, annual fund drives, and fundraising events.
Submission: BCBSKS provides the application link only to coalitions that completed the Letter of Intent step. The current application therefore proceeds through the private link supplied by BCBSKS rather than through an unrestricted public application portal.
N9+ Fit Score: 25/100 conditional applicant-led fit. The current Coordination Grant packet does not identify telehealth, remote examination technology, or clinical device procurement as a program priority. Generic technology and equipment may be allowable in limited circumstances, with equipment subject to BCBSKS approval. Atlas should consider N9+ only if a prequalified coalition has a documented Health Care Access and Quality project need, confirms allowability with BCBSKS, and can support the expense under the selected Pathways package. N9+ should not be forced into this opportunity.
