Up to $270,000 for Statewide Preschool Special Education Support Services
The New Hampshire Department of Education, Bureau of Special Education Support, has issued RFP NHED SPED-2027-01, Comprehensive Preschool Support Services. The Department is seeking proposals from individuals, agencies or organizations capable of improving preschool outcomes for young children with disabilities, with emphasis on developmental progress, school readiness, access to high-quality early childhood special education, evidence-based practice and coordinated services.
The total proposed budget may not exceed $270,000. Proposals are due September 21, 2026 at 4:00 PM local New Hampshire time. The resulting contract is expected to run through June 30, 2028, subject to Governor and Executive Council approval and continued appropriations.
Scope of Work
The selected vendor will support transitions from Family-Centered Early Supports and Services to Preschool Special Education. Required work includes reviewing and updating regional interagency transition agreements, coordinating regional meetings, developing and promoting an Early Childhood Transitions online family module, maintaining transition materials and the statewide preschool contact list, delivering technical assistance to LEAs and early-support providers, addressing untimely transitions, supporting Part C to Part B Section 619 coordination, facilitating cross-agency engagement, and organizing family input sessions.
Vendor and Proposal Requirements
The RFP permits proposals from individuals, agencies or organizations, but responsive vendors must demonstrate the expertise required by the scope. The proposal must include the required cover page, a letter of interest and response to the scope of work, a budget, current resumes for all proposed staff, and at least three letters of recommendation attesting to the vendor’s ability to execute the work, including preschool policies and procedures. Incomplete proposals will not be scored.
Evaluation totals 100 points: 20 points for each of four priority areas and 20 points for the proposed budget. Strong responses are expected to provide concrete examples demonstrating the vendor’s relevant expertise and experience. Vendors must comply with the State’s procurement requirements and standard contract terms.
