Kentucky Rural Health Transformation’s Rapid Response to Recovery: Telebehavioral Health Support opportunity provides up to $500,000 per applicant to eligible nonprofit behavioral health organizations serving Eastern Kentucky. The controlling RFA states that applications are accepted on a rolling basis; applications submitted by the initial Budget Period 1 deadline receive first consideration, while later applications may be considered subject to funding availability.
Deadline status
The RFA contains an internal discrepancy in the initial Budget Period 1 date. The RFA cover and Kentucky’s current RHT funding page state July 6, 2026, while the RFA timeline and application instructions state July 3, 2026. The controlling materials do not publish a cutoff time or time zone. Because the RFA expressly permits rolling applications, Atlas classifies the opportunity as rolling / late consideration. Budget Period 1 funding for late applications is not guaranteed and applicants should confirm remaining availability with the program before investing heavily in submission work.
Eligible applicants
Primary applicants must be 501(c)(3) nonprofit organizations with a strong behavioral health focus, currently serving Eastern Kentucky counties, enrolled in Kentucky Medicaid, and able to adopt the telebehavioral health system. Federally Qualified Health Centers, Rural Health Clinics, local health departments and other organizations may participate as partners but are not the primary applicant class described by the RFA.
Allowable uses
Allowable activities include hiring, training and onboarding; behavioral health and telehealth IT upgrades; workflow integration, analytics and interfaces; peripheral equipment necessary to support telehealth encounters; and other reasonable implementation costs. Indirect costs are capped at 10 percent. The project emphasizes faster access to psychiatric consultation, integration with behavioral health, primary care and crisis services, and reducing unnecessary transfers or emergency utilization.
Atlas strategy
Atlas Opportunity Score: 97/100. The opportunity is a strong fit for established Eastern Kentucky nonprofit behavioral health providers with Medicaid participation and existing telehealth infrastructure. N9+ Fit Score: 52/100, conditional. The Nonagon N9+ can support guided physical examinations, vitals and telehealth-enabled clinical encounters where those functions are genuinely necessary to an applicant’s integrated behavioral health and primary-care workflow, but the RFA is centered on psychiatry access and care coordination, so Atlas should not force N9+ into the project. Dr. Miltie, LLC is not an eligible direct prime applicant; any vendor role must follow the applicant’s procurement and approved-budget requirements.
Recommended next action
Confirm current funding availability with Kentucky, verify the applicant’s 501(c)(3), Medicaid enrollment and Eastern Kentucky service footprint, document the telebehavioral workflow and psychiatric-access gap, define staffing and technology needs, and submit promptly if funding remains available.
