Broad Eligibility

Eligible applicants under 7 AAC 78.030 include state agencies, Alaska political subdivisions and Regional Educational Attendance Areas, nonprofit organizations and nonprofit consortia, and Alaska Native entities that can provide or coordinate services for pregnant and postpartum women and families with dependent children.

Atlas Analysis

Atlas Opportunity Score 94/100. N9+ Fit 86/100. Strong legitimate fit for remote physical examination, vitals, telehealth-enabled clinical encounters, and care-access infrastructure in remote Alaska when directly tied to the grant objective and not otherwise reimbursable. Material QC issue: the RFP budget evaluation criteria requires sources of Required Match and a Matching Fund Source table, but Section 1.06 does not state a match percentage. Do not commit applicant matching funds or further advance a budget until Alaska DOH provides clarification.

The Alaska Department of Health, Division of Public Health is accepting proposals for Access to Perinatal Health Support, FY2027 through FY2029. The program is supported by the federal Substance Use Prevention, Treatment, and Recovery Services Block Grant and is intended to strengthen access to substance use disorder treatment, recovery support, maternal health services, referral coordination, and related community supports for pregnant and postpartum women and families with dependent children.

Proposals are due September 14, 2026 at 3:59 PM prevailing Alaska Time and will only be accepted through the State of Alaska Grants Electronic Management System (GEMS). The project period begins November 1, 2026.

Funding

The program anticipates $1,000,000 per fiscal year, totaling $3,000,000 over three years. Four awardees are anticipated, with each grantee expected to receive $250,000 per state fiscal year.

Eligible applicants

Applicants must provide services to pregnant and postpartum women and families with dependent children and must qualify under 7 AAC 78.030. Eligible applicant classes include state agencies, political subdivisions and Regional Educational Attendance Areas, nonprofit organizations and nonprofit consortia, and Alaska Native entities. The RFP identifies behavioral health providers, domestic violence shelters, healthcare providers, and other community-based organizations capable of supporting referral coordination and service access as examples of potential applicants.

Allowable program uses

Grant funds may support referral management and care coordination, recovery supports, activities that reduce barriers to care when not otherwise reimbursable, outreach and partnership development, program infrastructure necessary to support access to care, and limited workforce-development activities directly tied to the project. Grant funds may not pay for services reimbursable through Medicaid, private insurance, or another third-party payor.

Match clarification required

The controlling RFP’s Program Funding section states the award amounts and funding source but does not state a match percentage. However, the budget evaluation criteria separately require applicants to identify sources of “Required Match” in the budget narrative and Matching Fund Source table and to meet the required level of match. Atlas therefore treats the match obligation as unresolved and recommends written clarification from the Alaska Department of Health before any applicant commits non-federal matching funds or finalizes a budget.

Atlas assessment

Atlas Opportunity Score: 94/100. N9+ Fit Score: 86/100. The Nonagon N9+ remote physical examination platform can legitimately support the access objective when deployed by an eligible applicant as part of a compliant care-access model, especially in Alaska’s Southwest and Northern Public Health Regions or other remote communities. Guided examinations, vitals, and telehealth-enabled clinical encounters can reduce distance barriers and strengthen maternal-health referral and follow-up workflows. Any N9+ budget item should be tied directly to program infrastructure or access activities and should not duplicate Medicaid or other reimbursable services.

Dr. Miltie direct-applicant status: FALSE. A standard for-profit LLC is not among the eligible applicant classes. The appropriate Atlas pathway is partnership or vendor support to an eligible Alaska applicant.
