Opportunity Overview
The City of Albuquerque Department of Health, Housing & Homelessness is seeking a qualified nonprofit or governmental agency to deliver integrated behavioral health and substance use services at Gateway West, the City’s largest emergency shelter and service hub for people experiencing homelessness.
Funding and Deadline
The City has allocated up to $1,101,676 in federal SAMHSA funding for FY2027. Proposals are due September 23, 2026 at 4:00 PM MST, exactly as the City publishes the deadline, through the EUNA/Bonfire eProcurement system. The City recommends allowing at least 24 hours for electronic submission. Any award is contingent on receipt of SAMHSA funding and City Council approval.
Eligibility and Scope
Qualified nonprofit or governmental agencies may respond. The selected provider will embed evidence-based behavioral-health and substance-use services at Gateway West. Providers must satisfy the City’s administrative requirements for social-service contracts and, depending on proposed services, may also need to comply with Albuquerque minimum standards for substance-abuse treatment and prevention.
Atlas Analysis
Atlas Opportunity Score: 92/100. This is a high-value, currently open New Mexico behavioral-health procurement with a defined homeless-services population and a clear service-delivery environment.
N9+ Fit Score: 45/100. The Nonagon N9+ remote physical examination platform could play a legitimate supporting role if an eligible provider uses telehealth-enabled physical-health screening, guided examination or vitals alongside behavioral-health and substance-use care. The public scope does not specifically require telehealth or device procurement, so Atlas will not overstate allowability.
Dr. Miltie direct-applicant fit: not eligible as prime. The City restricts prime applicants to nonprofit or governmental agencies. A Dr. Miltie/N9+ role would need to be a permitted vendor or subcontractor to an eligible prime under the full solicitation and procurement rules.
Submission
Completed proposals must be submitted through the City of Albuquerque’s EUNA/Bonfire procurement portal. Reina Martinez, Division Manager for Behavioral Health and Wellness, is the public program contact listed by the City.
