Opportunity Overview
The New Mexico Indian Affairs Department is accepting applications for the FY27 Tobacco Cessation & Prevention Project (TCPP). The program supports culturally appropriate commercial-tobacco and vaping cessation and prevention initiatives benefiting Native American communities in New Mexico.
Funding and Deadline
Total funding available: $249,300. The application opened August 11, 2026. The preference-priority date was August 31, 2026 at 5:00 PM MST, and the final application close date is October 30, 2026. The controlling NOFA does not publish a final-day submission time, so Atlas does not infer one.
Eligibility and Requirements
IAD’s current page states that TCPP is open only to New Mexico Nations, Pueblos and Tribes at this time. Each applying entity is limited to one TCPP application. The application must explain how the NPT will establish or expand culturally appropriate tobacco cessation and prevention work, include an itemized budget, include a Tribal Leadership letter of support, and show that awarded funds will be expended by June 30, 2027. Capital projects will not be considered.
Allowable Program Direction
Funding may support emerging programs or expand existing programs addressing commercial tobacco, e-cigarettes, vaping and smokeless tobacco while respecting traditional and ceremonial tobacco use. Awards are reimbursement-based after the IAD purchase order; pre-award purchases are not reimbursable.
Atlas Analysis
Atlas Opportunity Score: 78/100. This is a verified, currently open New Mexico Tribal public-health opportunity with a clear applicant population and culturally specific prevention objective.
N9+ Fit Score: 35/100. A limited but legitimate N9+ role could exist only if an NPT designs a permitted clinical cessation workflow involving telehealth-enabled assessment, guided physical examination or vitals. The NOFA does not expressly authorize telehealth equipment and excludes capital projects, so Atlas will not assume the Nonagon N9+ device or platform is allowable without written program confirmation.
Dr. Miltie direct-applicant fit: not eligible. The current applicant population is NPTs. Any Dr. Miltie or N9+ role would need to be as a permitted vendor or implementation partner to an eligible NPT under applicable procurement rules.
Submission
Completed applications and supporting documents are submitted electronically to Karmela Martinez at the New Mexico Indian Affairs Department. Applicants should rely on the current NOFA and application materials for all required submissions.
