Opportunity Overview
The Florida Agency for Health Care Administration (AHCA) has issued RFP 001-26/27, Preadmission Screening and Resident Review (PASRR), seeking one contractor to maintain and manage Florida’s statewide PASRR process. The solicitation was issued September 3, 2026.
Funding and Deadlines
The RFP contains internally inconsistent funding wording: it calls $9,773,720 the estimated annual contract amount while the same sentence also states $2,443,430 annually. Atlas is preserving both figures exactly rather than inferring a corrected value. The anticipated base term runs January 1, 2027 through March 31, 2031, subject to execution timing.
Written questions are due September 17, 2026 at 2:00 PM Eastern Time. Complete proposals are due October 22, 2026 at 2:00 PM Eastern Time, with a public opening scheduled for 2:30 PM ET that day.
Mandatory Financial and Submission Requirements
The original response must include an original proposal guarantee of $977,372. Acceptable forms include a bond, cashier’s check, treasurer’s check, bank draft or certified check; AHCA states a letter of credit is not accepted in lieu of the guarantee. The successful respondent must also furnish a performance bond equal to 10% of the total annual contract amount.
The solicitation requires physical proposal delivery with hardcopy and USB components. Responses submitted electronically through MyFloridaMarketPlace, by email, or by fax are not accepted.
Scope
The statewide scope includes PASRR Level I screening, Level II evaluations and reviews, resident reviews/reconsiderations, coordination of specialized services, required notices and hearing support, reporting, training, customer service, and operation of a secure web-based workflow.
Vendor Qualifications
The procurement carries substantial prime-contractor requirements. The successful vendor must maintain a Florida office and provide dedicated management, clinical and compliance personnel; qualified Florida-licensed PASRR screening/evaluation personnel; and required information-system capabilities. The vendor must have in-house MIS capability that cannot be delegated to a subcontractor. AHCA permits other subcontracting only with prior written approval, while the prime contractor remains responsible for performance.
AHCA’s current program materials identify Acentra Health (formerly Kepro) as Florida’s contracted PASRR vendor, making Acentra the incumbent reference point for competitive and teaming analysis.
Atlas Analysis
Atlas Screening Score: 68/100. N9+ Fit Score: 22/100. PASRR centers behavioral/developmental screening, compliance, clinical evaluation and secure workflow rather than remote physical examination, so N9+ should not be forced into the scope. QC Healthcare may have a conditional clinical subcontracting or teaming role with a qualified PASRR prime, but Atlas has not verified that QC Healthcare or Dr. Miltie independently satisfies the mandatory Florida PASRR staffing, office, management, MIS, proposal-guarantee, bonding and other prime-contractor requirements. The recommended current strategy is qualified-prime teaming/subcontract exploration rather than a direct-prime claim.
