The Alaska Mental Health Trust Authority is soliciting proposals under RFP 27-001M — Technical Assistance to establish a multi-award pool of contractors supporting Trust-sponsored initiatives and organizations statewide.
Proposals are due September 24, 2026 at 1:30 PM prevailing Alaska Time. The Trust issued Amendment #1 on September 1, Amendment #2 on September 3, and Amendment #3 on September 16; all three are identified by the official notice as return-required.
Funding and contract structure
The controlling RFP estimates $500,000 in total technical-assistance spending through this RFP for FY2027 and $700,000 for subsequent years. The Trust does not guarantee work or a budget to any individual contractor. The initial contract runs approximately from award in October 2026 through June 30, 2027 and includes four one-year renewal options exercisable by the Trust. Proposed hourly rates above $200 are non-responsive.
Technology Solutions scope
Key Area E — Technology Solutions includes evaluating and recommending technology solutions, interfaces, software and hardware; clinical and billing platform interoperability; applications for program-data and outcomes tracking; IT practices and security protecting PHI; remote-access strategies; data storage and recovery; web development; and interim agency IT support.
Mandatory experience
Amendment #1 replaces Section 1.04 and requires all team members providing technical assistance to demonstrate at least five years of technical-assistance or consulting experience in the specific technical-assistance category or categories in which they will provide services. The amended requirement is team-member specific rather than an offeror-level five-year minimum. Offerors must document three specific projects and organizations completed in the last five years related to their technical-assistance or consulting experience in the selected category; Mental Health Trust projects are excluded from that list. Failure to satisfy the minimum prior-experience requirement makes a proposal non-responsive. Amendment #2 separately requires experience and qualifications for both the firm and assigned personnel, a project-team structure and roster, and descriptions of experience working with Trust beneficiaries and initiatives and in rural Alaska. Both Amendments #1 and #2 must be signed and returned with the proposal.
Submission and licensing
The controlling RFP allows submission by sealed mail/courier package, by email, or through Alaska ZendTo. For email or ZendTo, the technical proposal and cost proposal must be separate, clearly labeled PDF files; email submissions are directed to deborah.delong@alaska.gov, with the RFP number in the subject line, and the Trust states that offerors should confirm receipt. Offerors must satisfy the RFP’s Alaska business-license and other applicable professional-license requirements. The RFP describes acceptable business-license evidence, including a license copy or license number certification and certain application/payment evidence. Offerors obtaining the RFP through Alaska Online Public Notices should register with the procurement officer so they receive amendments. Amendments #1, #2, and #3 are return-required, and the revised September 1 submittal forms supersede the original A-F forms.

Key Area E has legitimate connected-health relevance because it expressly includes software/hardware evaluation, clinical interoperability, PHI security and remote-access strategy. However, this RFP procures professional technical assistance rather than N9+ equipment or clinical-service delivery. The stronger potential path is Dr. Miltie/Atlas consulting, assessment and implementation support, subject to the amended team-member five-year experience requirement, documentation of three qualifying projects and organizations from the last five years, Amendment #2 qualification disclosures, and licensing requirements. QC Healthcare fit is limited unless a qualifying technical-assistance role and past performance are documented.
Direct-vendor status: CONDITIONAL — not yet TRUE. The open RFP is structurally suitable for a commercial contractor, but qualification remains incomplete until the proposed team members can document at least five years of relevant Key Area E technical-assistance or consulting experience, the offeror can document three qualifying projects and organizations from the last five years, and the proposal can truthfully support Amendment #2’s firm, personnel, Trust-beneficiary, and rural-Alaska experience disclosures.
