Opportunity Overview
The Pennsylvania Commission on Crime and Delinquency (PCCD) is accepting applications for the FY 2026-27 Intermediate Punishment Treatment Program Initiative. The program supports county probation strategies that divert eligible people from county jail or state prison while providing needed substance-use and mental-health treatment and supportive services.
Funding and Deadline
PCCD is making $17,726,000 in state Intermediate Punishment Treatment Program funds available and expects to support up to 67 county adult probation and parole departments. Applications are due through PCCD Egrants by September 17, 2026 at 11:59 PM ET. Who Can Apply
Only Pennsylvania counties may apply directly. Counties must comply with Pennsylvania Commission on Sentencing standards and evaluation requirements and must remain in good standing with PCCD. Prior PCCD funding history is not required.
Healthcare and Behavioral-Health Uses
Eligible activities include drug and alcohol assessment and placement, licensed drug and alcohol treatment, drug testing supplies and services, mental-health treatment and supportive services, peer support, case management, and related criminal-justice supervision for eligible individuals. PCCD directs counties to use Medical Assistance as the first source of funding when a participant is eligible so grant funds can extend treatment capacity or cover treatment-related services that Medicaid does not cover.
Critical Partnership and Budget Rule
Healthcare and behavioral-health organizations participate through a county-led application rather than as direct applicants. The FY 2026-27 announcement contains an important budget change: Single County Authorities and other treatment providers should be entered as consultants, and pass-through budgets are not allowed. Each service or expense must be separately priced and justified as treatment-related or non-treatment/supervision-related.
Project Period and Required Documents
Approved projects run for 12 months with a retroactive project period of July 1, 2026 through June 30, 2027. Required signed materials include the Criminal Justice Advisory Board letter of support, Intermediate Punishment Plan, program information sheet, and authorization sheet. Agencies must be registered in Egrants with at least two users and at least one user holding the e-signature role.
