The Alabama Department of Mental Health (ADMH) is soliciting proposals under RFP 2027-08 for Chaplain Services at Taylor Hardin Secure Medical Facility in Tuscaloosa, Alabama. Any resulting contract will begin in FY 2027.
ADMH’s current Contracts & Purchasing page and the RFP cover letter, closing-date section, and proposal instructions state that proposals must be physically received by 12:00 PM Central on Friday, September 11, 2026. The RFP’s Schedule of Events separately lists 2:00 PM Central on the same date. Because of that internal conflict, Atlas uses the earlier 12:00 PM Central deadline as the safe controlling operational deadline unless ADMH posts a correction or amendment.
Vendor qualifications include graduation from an accredited four-year university, with experience permitted in lieu of education; ordination as clergy in an established church and good standing in the denomination; desirable administrative experience in a clinical setting; and ability to work with mentally ill geriatric patients.
The scope includes two church services each week, funeral or graveside services as needed, initial and ongoing pastoral-care consultations referred by the treatment team, documentation in the patient’s medical record, and participation in facility evaluation of contracted services.
Proposals must include a cover letter, vendor contact page, table of contents, relevant experience/training information, a detailed budget, and one original plus one copy, with at least one copy single-sided. The envelope must be marked for RFP 2027-08 Chaplain Services. Email and fax responses are not accepted; physical receipt by the deadline is required. Businesses must comply with Alabama registration, E-Verify, and STAARS requirements if contracted.
The RFP does not publish a maximum contract value or total funding pool. Evaluation weights are experience/stability/reputation 35%, understanding/responsiveness 15%, expertise/knowledge of the requested service 35%, and budget 15%.
