Broad Eligibility

The program is for eligible state, local and Tribal governments and qualifying Tribal organizations or other units of local government. Healthcare, behavioral-health and reentry service organizations should generally participate through an eligible governmental or Tribal lead unless they independently satisfy the controlling applicant rules.
