Opportunity Overview
Open now. The Pinal County Public Health Services District is accepting applications for its 2027 Opioid Reinvestment Program. The county anticipates $1,000,000 in total available funding for eligible projects and services addressing the impacts of the opioid epidemic in Pinal County.
Deadline and Eligible Uses
Applications are due October 2, 2026 at 11:59 p.m. The public notice does not specify a time zone, so applicants should confirm submission timing in the application portal or guidelines before final submission. Eligible areas identified by Pinal County include treatment and recovery for opioid use disorder, criminal-justice and first-responder support, services for pregnant or parenting women and their families, neonatal abstinence syndrome care, and youth education, coordination, and public-health strategies.
Eligible Applicants and Vendor Requirement
The controlling applicant guidelines and NOFA are broader than the short public announcement: qualified public or private entities, including for-profit, nonprofit, community-based, and other capable organizations, may apply if they provide direct services to Pinal County residents addressing opioid- and drug-related harms. Applicants must also be approved vendors with the Pinal County Office of Budget and Finance under Arizona law and the Pinal County Procurement Code.
Funding Guidance, Allowable Costs and Application Package
Pinal County provides a project-size funding matrix: small projects up to $50,000, medium projects $50,001-$150,000, and large projects over $150,000. The County states this is guidance rather than a hard cap; applicants may justify projects outside those parameters. Budgets are limited to direct costs. Indirect administrative/overhead costs and capital construction projects are ineligible, and activities must be tied to opioid-abatement strategies. The published materials do not state a mandatory match or cost-share requirement.
Applications must document project details and timeline, risk mitigation, organizational capacity and staff qualifications, a data-driven needs assessment, target-population outreach and engagement, budget justification, sustainability, and fiscal stability. Supporting documents include Arizona Corporation Commission good standing, general liability coverage, the latest audit or balance sheet, IRS Form 990 or exemption statement, and a board roster. The NOFA also requires documented relevant treatment/prevention experience and qualifications, quarterly reporting plus an end-of-year report, and a minimum review score of 70/100. Attachment A remains part of the controlling package.
Submission and Contact
Applications are submitted through Pinal County’s Neighborly participant portal. The application closes October 2, 2026 at 11:59 p.m.; the County materials reviewed do not publish a time zone. Program questions may be directed to phopioidsettlement@pinal.gov.
Atlas Analysis
Atlas Opportunity Score: 95/100. This is a current, locally administered opioid-settlement funding opportunity with broad healthcare-provider eligibility and a substantial total funding pool.
N9+ Fit: 78/100 where legitimately aligned. A connected remote physical-exam platform may support eligible treatment-and-recovery or public-health projects when remote examination, telehealth-enabled clinical escalation, mobile care, or co-occurring medical assessment is necessary and allowable. N9+ should not be inserted unless the applicant’s project and the controlling guidelines support that use.
Next Action
Eligible Pinal County organizations should confirm Pinal County vendor approval, align the project to Attachment A and an opioid-abatement priority, prepare the required direct-cost budget and supporting organizational documents, and submit through Neighborly by the published deadline. Because the County does not state a time zone in the materials reviewed, applicants should confirm portal timing before final submission.
