Pennsylvania — 2026 NCA Member Child Advocacy Center Grants

Pennsylvania PCCD is offering approximately $2.067 million through 42 noncompetitive one-year awards for eligible National Children’s Alliance member Child Advocacy Centers and the listed Lehigh County MDIT. Current PCCD eGrants shows applications due September 11, 2026; the base PDF contains earlier deadline dates, so Atlas flags the source-version conflict and advises immediate submission through eGrants.

FundingApproximately $2.067 million total; 42 noncompetitive one-year awards expected. Accredited NCA Members may request up to $50,000; Associate, Accredited Satellite, Affiliate NCA Members and the listed Lehigh County MDIT pathway may request up to $47,000.
DeadlineSeptember 11, 2026 per the current PCCD eGrants active-funding listing. The base funding-announcement PDF contains earlier September 4 and August 28 dates; the live eGrants listing does not display a clock-time cutoff, so Atlas requires immediate submission and in-system confirmation.

Broad Eligibility

Eligibility is limited to the CACs listed in PCCD's appendix: Pennsylvania NCA Accredited, Associate, Affiliate or Accredited Satellite CACs designated as of May 19, 2026, plus the approved Lehigh County MDIT developing-CAC pathway. Applicants must be in good standing with PCCD. Developing CAC/satellite applicants have additional joint-endorsement, NCA-membership-intent and PennCAC requirements.

Atlas Analysis

Atlas Opportunity Score 96/100. Approximately $2.067 million supports 42 noncompetitive one-year CAC awards, with direct relevance to pediatric trauma, expert medical evaluations, evidence-based mental-health treatment, multidisciplinary child-abuse response, accreditation, training and necessary equipment. Current PCCD eGrants shows September 11, 2026 while the base PDF contains earlier dates, so Atlas treats the live eGrants date as operational but preserves the source conflict. N9+ Direct Vendor Fit 24/100 conditional; QC Healthcare Fit 38/100 conditional.

Opportunity Overview

The Pennsylvania Commission on Crime and Delinquency (PCCD) is accepting applications for the 2026 NCA Member Child Advocacy Centers initiative under Act 28 of 2014. The program supports Pennsylvania Children’s Advocacy Centers (CACs) and multidisciplinary investigative teams that serve children affected by sexual or physical abuse, with funding for service expansion, continued access, accreditation work, training, equipment, medical-evaluation quality, and trauma-informed mental-health services.

Current Deadline — Source-Version Warning

Current PCCD eGrants lists the application due date as September 11, 2026. The underlying funding-announcement PDF still contains earlier dates, including September 4 on its cover and August 28 within its submission-requirements section. Atlas has not found a public PDF revision that reconciles those dates. Because PCCD’s live eGrants page is the current operational application listing and still shows this opportunity as active, Atlas uses September 11, 2026 as the current operational deadline while explicitly preserving the discrepancy. The eGrants listing does not display a clock-time cutoff for September 11, so Atlas does not invent one. Eligible applicants should submit immediately rather than relying on the final day and should confirm the deadline inside their active eGrants application.

Funding

PCCD is announcing approximately $2.067 million and expects to make 42 noncompetitive, one-year awards. Accredited NCA Members may request up to $50,000. Associate, Accredited Satellite, and Affiliate NCA Members may request up to $47,000. The listed Lehigh County MDIT may request up to $47,000 as a developing CAC, conditioned on applying for NCA membership by December 31, 2026. Projects approved at the December 9, 2026 Commission meeting are expected to run from January 1 through December 31, 2027.

Who Can Apply

Eligibility is limited to the CACs listed in the funding announcement appendix: organizations designated by the National Children’s Alliance as Accredited, Associate, Affiliate, or Accredited Satellite CACs as of May 19, 2026, plus the approved Lehigh County MDIT pathway. Applicants must be in good standing with PCCD. This is not an open competition for any nonprofit, hospital, school, or county merely because it works with children; applicants must be on the controlling eligible-applicant list or satisfy the specifically described developing-CAC pathway.

Developing CAC or developing-satellite applicants identified in the appendix have additional statutory requirements, including defining the region served, securing the required joint endorsement from the District Attorney, law enforcement, and Children and Youth Services for each service area, documenting an intention to pursue NCA membership, and obtaining PennCAC endorsement. The multidisciplinary team framework must include, at minimum, a health care provider, county caseworker, and law-enforcement official.

Eligible Uses and Healthcare Relevance

Funds may support compliance with NCA accreditation standards, training to improve CAC operations and accreditation or reaccreditation, and equipment necessary to support or advance NCA accreditation standards. Applicants seeking therapy funding must use evidence-based therapeutic models shown effective for children with trauma histories. Conference costs are capped at $3,000, and grant funds may not supplant otherwise available federal, state, or local resources.

The healthcare connection is direct: PCCD identifies improved expert medical evaluations and trauma-informed mental-health interventions as intended outcomes, and required performance measures track children referred for and receiving medical exams or treatment, counseling, therapy, and improvement in PTSD or trauma symptoms.

Required Application Controls

Applications are accepted only through PCCD eGrants. Before submission, the applicant agency must be registered, at least two individuals must be registered as agency users, and at least one person must hold the e-signature role. All required Egrants sections must be complete. Required attachments include the applicable signed MOU or interagency agreement and required support letters; the MOU must document multidisciplinary roles and procedures including District Attorney, Children and Youth Services, law enforcement, and medical services. Applicants must also register as a Commonwealth non-procurement vendor for ACH payments.

Atlas Analysis

Atlas Opportunity Score: 96/100. This is an unusually strong pediatric, trauma-response and behavioral-health opportunity because it is noncompetitive for a defined eligible pool, provides up to $50,000 per qualifying CAC, and directly supports medical evaluation, evidence-based therapy, child-abuse response, multidisciplinary care, accreditation, training and necessary equipment. The immediate application risk is the conflicting deadline text across PCCD’s own sources, which makes early submission essential.

N9+ Direct Vendor Fit: 24/100 conditional. Equipment is explicitly eligible when necessary to support or advance NCA standards, and medical-evaluation quality is part of the program, but the funding announcement does not specifically authorize connected clinical-exam or telehealth hardware. Any such cost should be directly tied to the CAC’s approved medical-evaluation workflow and confirmed with PCCD before budgeting.

QC Healthcare Fit: 38/100 conditional. Medical evaluations and trauma-informed mental-health interventions are core outcomes, but the solicitation does not create a general physician-staffing or outsourced-clinical-services pool. Any clinical-service contract must fit the approved CAC/MDIT model, procurement requirements and budget.

Immediate Next Action

Eligible CACs should open their existing eGrants application now, verify the live September 11 due date, confirm agency registration, two user accounts and e-signature access, finalize the one-year budget and required MOU/support documents, document how requested activities advance NCA standards, and submit as soon as technically possible rather than waiting for the final day.
