Opportunity Overview
The Pennsylvania Commission on Crime and Delinquency (PCCD) is accepting applications for the 2027 Satellite Child Advocacy Center Development initiative. This Endowment Act opportunity helps existing National Children’s Alliance (NCA) Accredited Children’s Advocacy Centers expand services into another Pennsylvania county through a satellite CAC model.
PCCD specifically identifies under-resourced, geographically isolated, rural and underserved communities as intended beneficiaries. The model is designed for counties that may not have enough child-abuse cases to sustain an independent CAC but still need stronger multidisciplinary access.
Funding and Deadline
PCCD is announcing approximately $1.5 million for this initiative and expects to fund five three-year grants. Budgets may not exceed $300,000 per award, or $100,000 per year. Applications must be submitted through PCCD Egrants by May 31, 2027 at 11:59 PM. The funding announcement does not state a timezone, so Atlas does not infer one.
Who Can Apply
Eligible applicants are NCA Accredited CACs that partner with another county multidisciplinary investigative team (MDIT) to develop a satellite CAC in that county. The satellite may be developed in a county with no CAC or in a county whose existing center is an NCA Affiliate. Applicants must be in good standing with PCCD.
Mandatory Pre-Application Gate
Before an Egrants submission, MDIT members from the impacted counties must provide PCCD with a letter of intent, and the applicant must participate in a conference call with PCCD and Children’s Advocacy Centers of Pennsylvania (PennCAC). Required application attachments include letters of commitment from the satellite-county MDIT, a PennCAC letter of support, and a letter of support from the applicant county’s MDIT.
Eligible Development Costs
Eligible expenses may include satellite-county MDIT training and development, furnishings, equipment and construction for the satellite site, CAC staff training such as forensic interviewing and victim advocacy, and a dedicated position to coordinate MOUs/protocols, formal case review and case tracking. Existing host-CAC services may not be charged unless directly related to the new satellite site.
Healthcare and Behavioral-Health Relevance
This solicitation has unusually clear healthcare relevance for a child-advocacy infrastructure grant. PCCD requires performance reporting on children referred for and receiving medical examination or treatment, children entering counseling or therapy, therapy completion, and improvement in PTSD/trauma symptoms. The required satellite benchmarks also call for plans for medical evaluations, either on-site or through linkage agreements, and mental-health services, either on-site or through linkage agreements.
