Opportunity Overview
The Maryland Department of Housing and Community Development (DHCD) announced the 2026 State of Maryland Recovery Housing Program, supported by a special Community Development Block Grant allocation. The program supports transitional recovery housing for people moving from substance-use treatment who continue to need supportive services.
Current Status: Official Pages Conflict
Atlas Funding Watch. DHCD’s August 17, 2026 public notice states that applications must be submitted by November 1, 2026 at 5:00 PM and says application materials may be requested from DHCD. However, DHCD’s current program page simultaneously displays “Application status: Closed” while still listing an opening date of September 2, 2026 and a closing date of November 1, 2026. Because those two official sources conflict, Atlas is not presenting the opportunity as unquestionably open until DHCD confirms the submission channel is accepting 2026 applications.
Who Can Apply
Maryland county governments, including Baltimore City, are the direct eligible applicants. Local governments may apply on behalf of eligible nonprofit organizations that provide recovery housing and related services. The August 17 notice specifically identifies nonprofit organizations whose mission includes recovery from substance use and that have a county government sponsor.
Target Population and Eligible Uses
DHCD’s current program page says funds may support transitional recovery housing for women in recovery who have children residing with them, are seeking reunification with their children, or are pregnant. Eligible activities include property acquisition, new construction, and rehabilitation or renovation of existing property. Applicants must demonstrate need, capacity to complete and manage the project, and a plan to sustain recovery-housing services over the long term.
Funding and Deadline
The August 17 public notice does not publish a 2026 total funding pool or per-project award ceiling, so Atlas does not carry forward a prior-year allocation as the current award limit. The notice states a submission deadline of November 1, 2026 at 5:00 PM. Applicants should use the 2026 application package as the controlling source for budget limits, cost rules and submission requirements if DHCD confirms the cycle remains open.
Required Next Step
Before investing substantial application effort, contact DHCD to confirm that the 2026 application channel is currently accepting submissions and request the application package or September 2 workshop recording if needed. If DHCD confirms the cycle is open, establish the county-government lead or sponsor, identify the nonprofit recovery-housing operator, document site control and project readiness, define the eligible acquisition/new-construction/rehabilitation scope, and prepare the November 1 submission.
Atlas Analysis
Atlas Opportunity Score: 80/100 pending status confirmation. The program is substantively relevant to behavioral health, substance-use recovery, maternal/family stability and community infrastructure, but the conflicting official status indicators create a real application-risk issue. Atlas therefore prioritizes verification over an unsupported “Apply Now” message.
N9+ Direct Vendor Fit: 5/100. The verified scope is housing capital and recovery-support infrastructure rather than clinical-technology procurement. Atlas should not force a telehealth or connected-exam component into the capital request.
