The North Carolina Department of Health and Human Services Medication-Assisted Treatment (MAT) in Jails Grant Program, RFA DMH27-003, is a competitive state financial-assistance program open to eligible North Carolina Sheriff’s Offices. The program supports establishing, expanding, or maintaining evidence-based medication-assisted treatment for opioid and polysubstance use disorders in local jails.
Applicant funding: Up to $625,000 per Sheriff’s Office for the initial 15-month performance period, April 1, 2027 through June 30, 2028. The initial $3,000,000 statewide program pool is not the amount available to each applicant. The agency expects at least six awards, subject to funding and scoring. Addendum #1 expressly confirms that the $625,000 maximum applies across the new-program, expansion, and maintenance categories. Only one program category may be funded for any Sheriff’s Office in a fiscal year.
Deadline: November 13, 2026, at 5:00 p.m. Eastern Time. The RFA requires electronic submission to rfa.responses@dhhs.nc.gov; applicants must put their agency name and RFA number in the email subject and submitted filename. Review the full RFA, budget worksheet, and Addendum #1 before submitting.
Eligibility: Only North Carolina Sheriff’s Offices may submit as direct applicants. Qualified behavioral-health and medical providers can serve as clinical or community partners but are not independently eligible to apply. Applicants must demonstrate capacity to manage state reimbursement-funded grants and maintain written personnel and financial controls.
Allowable activities and conditions: Funded jail programs must provide access to all FDA-approved medications for opioid use disorder, including long-acting formulations, and appropriate medications for alcohol use disorder where clinically indicated; combine medications with counseling, screening, continuity of care, discharge planning, and documented referral or handoff into community treatment. Addendum #1 confirms that safe or transitional housing expenses for MAT participants upon release may be eligible. Grantees must satisfy healthcare privacy requirements and monthly and quarterly performance reporting.
Funding restrictions: Awards operate on a cost-reimbursement basis; project work cannot start before an executed award agreement, and continuation beyond June 30, 2028 is contingent. The agency requests period-specific line-item budgets and justifications; no universally mandatory non-state match percentage is specified in the controlling RFA.
How to apply: Submit the RFA’s required signed forms, program narrative, proposed operating and clinical partnerships, budgets for both specified periods, and required supporting documentation by email. Use the official NCDHHS grant opportunity page, the controlling RFA, and the official Addendum #1. Research verified November 7, 2026.
