FY 2028 Laurel Race Course Impact Fund (LRCIF) Community Grants
Anne Arundel County and grant administrator Arundel Community Development Services (ACDS) are accepting applications for the FY 2028 Laurel Race Course Impact Fund Community Grant. Grants support eligible nonprofit organizations and community associations that provide services or facilities benefiting residents within the Anne Arundel County portion of the three-mile radius around Laurel Race Course. The application opened November 4, 2026.
Funding and eligible uses
Individual applicants generally may request $10,000 to $50,000. The guidelines allow larger project awards case by case; neither a guaranteed award nor a standard maximum above $50,000 is established. A partial award is possible. Eligible activities include equipment and related supplies, small capital improvements, renovation, remodeling, restoration or beautification of buildings and public community spaces, expansion of existing services, and testing of new programs. General and recurring operating expenses are not eligible. The guidelines do not publish a fixed matching percentage.
Who may apply
Eligible organizations are nonprofits and community associations serving qualifying neighborhoods in the specified three-mile local area. Include evidence of 501(c)(3) or 501(c)(4) tax-exempt status when applicable. Nonprofits must attach the IRS determination letter; HOAs and condominium associations must supply their most recent federal tax return (Form 1120 or 990). Projects must provide tangible benefits to the defined eligible area. Awards are competitive and subject to county review and budget approval.
Deadline and application
Submit through the ACDS Neighborly application portal by Wednesday, December 16, 2026, at 12:00 noon. The official instructions do not specify a time zone; confirm submission cutoff with ACDS. Register or sign in, complete the FY 2028 LRCIF application, include organization documentation and explain how requested funds would be prioritized if a partial award is made. A virtual application training is scheduled for November 6, 2026. If the online portal is inaccessible, request alternative arrangements from the administrator.
Selection, reimbursement and restrictions
Applications are screened and evaluated by the LRCIF Advisory Committee. Finalists may be invited to an in-person five-minute presentation in March 2027. The County Executive and County Council confirm awards through the FY 2028 budget. Selected grantees must execute an ACDS grant agreement before incurring reimbursable expenses. Payments are reimbursement only with invoice and receipt support. Awardees must submit progress and final reports, allow monitoring and provide required insurance documentation, organizational good-standing information, and authorized signatory evidence. Insurance requirements are detailed in the official nine-page guidelines.
