Broad Eligibility

Eligible applicants include Connecticut municipalities and qualifying public or private nonprofit organizations meeting the 2026 Recovery Housing Program requirements. The state specifies that eligible nonprofit applicants must be experienced in recovery programming and, for the described sober-home pathway, own or operate a Certified Sober Home in good standing, have at least one year of operating experience, participate in NARR recertification, and own the property for which funding is requested. Projects must serve people directly affected by substance use disorders and satisfy low- and moderate-income and other controlling requirements.
