Illinois Community Partnership for Deflection and Substance Use Disorder Treatment
The Illinois Criminal Justice Information Authority (ICJIA) is accepting proposals for its State Fiscal Year 2027 Community Partnership for Deflection and Substance Use Disorder Treatment program. The opportunity opened November 2, 2026 and funds new or expanded collaborative deflection programs that connect people experiencing substance use disorder or related behavioral-health needs with community-based treatment, recovery and supportive services instead of unnecessary criminal justice processing or emergency department use.
Applicant-level funding
Each eligible lead applicant may request $100,000 to $250,000 under a competitive award. The total available funding of $1,000,000 is the overall SFY2027 program pool, not an individual award. All awards are contingent on state appropriations and available funds. The initial award period may begin as early as July 1, 2027, and runs through June 30, 2028, with any renewal contingent on further funding and satisfactory performance. No required cost-share amount is stated. Eligible indirect costs are subject to applicable Illinois GATA rate requirements.
Who can apply
Eligible lead applicants must be Illinois law enforcement agencies, other first responder entities, or local government agencies. Nonprofit treatment organizations, behavioral health providers, peer recovery groups and other community-based organizations may participate as project partners, subrecipients, or subcontractors, but are not automatically eligible as direct lead applicants merely because they provide treatment. Applicants must register and prequalify through the Illinois GATA Grantee Portal and maintain required SAM.gov registration, UEI and good standing.
Eligible projects and program requirements
The program supports deflection referral protocols, case management, rapid access to substance use treatment and mental-health services, peer recovery, harm reduction supplies including naloxone, transportation, approved participant stabilization expenses, staff coordination and implementation evaluation. Priority is given to communities disproportionately affected by drug enforcement, challenging police-community relations, or limited treatment access. Applicants must demonstrate documented partnerships, program capacity, data collection and quarterly reporting. Funds cannot supplant or duplicate other funding.
Application deadline and materials
Submit the application in Illinois Euna/AmpliFund by December 15, 2026, at 5:00 p.m. Central Standard Time (CST). Required materials include the Euna application, detailed program narrative, budget and budget narrative, fiscal information sheet, and any additional forms specified by the live portal. Only one application is allowed per applicant. Applications submitted by email, postal mail or fax are not accepted.
