2027 Baltimore City Opioid Restitution Fund Microgrant

The Baltimore Civic Fund, administering this program with Baltimore City’s Mayor’s Office of Recovery Programs and Mayor’s Office of Overdose Response, is accepting applications for one-year 2027 Opioid Restitution Fund Microgrants. This is an applicant-facing financial assistance program, not a government vendor purchase. Projects must directly support Baltimore City residents affected by the opioid overdose crisis through allowable food, clothing, transportation, or direct supportive services.

Funding and applicant award limits

There is $300,000 in total program funding, which is not an individual grant amount. The individual grant maximum is the lesser of $25,000 or 25% of the applicant organization’s most recently completed annual operating budget; no minimum request amount is set. For example, an organization with a $50,000 annual budget may request at most $12,500. Funding is intended for approximately January 1 through December 31, 2027. Funds must be used for the approved purpose within the grant period; an extension through June 30, 2028 may be requested but is not guaranteed.

Eligibility and competitive priorities

Applicants must be established before October 2025, in good standing with Maryland, maintain an operating location and a record of service in Baltimore City, have at least one year of Baltimore City service and direct experience serving people affected by the opioid overdose crisis, and have an Employer Identification Number. The official FAQ says organizations are not required to have their own 501(c)(3) determination and permits fiscal sponsorship. Named organizations in opioid restitution settlement agreements are ineligible.

Priority is given to organizations serving Black male Baltimore residents aged 55 or older, with an operating budget below $500,000 for their most recently completed fiscal year, focusing on designated high-impact Baltimore neighborhoods listed in the controlling RFA. Eligible high-priority applications are reviewed weekly and selected by submission timestamp while funds remain. Eligibility clarification: The RFA describes the under-$500,000 budget threshold within its three priority criteria, while the official FAQ calls that budget threshold an eligibility requirement. Applicants should obtain written clarification from the Baltimore Civic Fund before assuming organizations with larger budgets qualify.

Allowable spending and financial conditions

Allowable expenses are confined to food and drinks, transportation assistance such as bus tokens or rideshares, clothing, and directly supportive supplies or services such as hygiene kits, sleeping bags, and help recovering identification documents, where the costs serve people affected by the opioid crisis. Excluded activities include religious activities, improper discrimination, uses outside Baltimore City not supporting City residents, ineligible settlement-named organizations and requests outside the grant rules. No separate mandatory matching percentage was identified in the reviewed RFA. The RFA permits an initial administrative advance of up to 15% after grant signature; other payments are generally monthly reimbursements supported by invoices and proof of expenditure. Monthly financial reporting and quarterly performance reporting apply.

Application process and controlling deadline

Applications opened October 19, 2026 and close Friday, December 4, 2026 at 11:59 p.m. Eastern Standard Time (EST). Applications are reviewed on a rolling weekly basis; the final deadline does not guarantee that funds remain. Apply through the Baltimore Civic Fund Submittable portal. Applicants must provide an EIN, program description, organization and fiscal sponsor details when relevant, current organizational budget, Maryland certificate of good standing dated no earlier than July 1, 2026, the applicable IRS determination or sponsor letter, budget narrative and template. The RFA describes a weekly opportunity to cure incomplete submissions. Submit eligible applications early.
