Maryland FY2027 Adult High School Pilot Program Grant
The Maryland State Department of Education (MSDE) has opened a FY2027 grant application for organizations already approved to operate an Adult High School Pilot Program (AHSP). This is restricted financial assistance for approved operators; it is not an open competition for every nonprofit, school, or adult education provider.
Funding and eligible applicants
The state anticipates three awards of $250,000 each, totaling $750,000 statewide. The project period is July 1, 2026 through June 30, 2027. An applicant must already hold approval from both MSDE and the Maryland Department of Labor to operate an AHSP before applying. The funded pilots serve eligible adults seeking secondary education and workforce pathways. The guide describes the minimum student age inconsistently as over 21 and aged 21 and over; pilot operators should confirm the exact age rule with MSDE.
Application deadline and submission
Applications are due November 25, 2026 at 5:00 p.m. Eastern Time and must be sent as a signed PDF to occpgrants.msde@maryland.gov. The official program webpage and application guide give different email subject-line instructions: the webpage says Adult High School Pilot Program Grant Submission while the guide specifies AHSP Program Name_FY27 Application. Confirm the required subject with MSDE and submit well before the cutoff. The guide calls the time EDT, but November 25 falls in Eastern Standard Time; the program website uses ET.
Allowable costs and restrictions
This is reimbursement funding for documented allowable program expenses. Eligible categories in the guide include approved staff compensation, some equipment, curriculum and instructional materials, outreach, professional development, permitted travel, and administrative costs. Indirect and administrative costs are limited to 5 percent of the total award. The guide disallows supplanting existing funding, capital improvements, construction, gift cards, office furniture, and office equipment; confirm the eligibility of any proposed equipment before budgeting. No fixed mandatory matching percentage was identified in the reviewed guide; disclose in-kind support as applicable.
Required proposal materials
Read the complete Grant Information Guide and use the official application forms. Requirements include a signed proposal cover, brief abstract, community need, program design, outcomes and measures, management and staffing, evaluation plan, itemized budget and budget narrative, required assurances, MSDE budget form, and W-9. The guide specifies a minimum 70-point score and additional proposal-quality thresholds. Approval to operate an AHSP is a prerequisite, not something obtained by submitting this grant application.
