Funding Watch Overview
Upcoming Medicaid reimbursement pathway — not an open grant application. Maryland has been approved to participate in the federal Certified Community Behavioral Health Clinic (CCBHC) Demonstration and is building toward a tentative July 1, 2027 program start. The Maryland Department of Health (MDH) states that the model will use a cost-based Medicaid Prospective Payment System (PPS) to support the full required CCBHC service array for Medicaid participants.
The initial Maryland CCBHC certification application opened May 4, 2026 and closed August 26, 2026. MDH is now in the review period, with final approval or denial notifications expected in late October or early November 2026. Atlas therefore classifies this record as a Funding Watch: organizations that already applied should prepare for certification and PPS implementation, while other providers should monitor for future certification or expansion opportunities rather than treating the closed 2026 application as active.
Why This Matters
The CCBHC model integrates behavioral health with physical-health screening, care coordination and crisis access. Maryland identifies nine required service areas, including 24/7 crisis mental-health services, screening and diagnosis, outpatient mental-health and substance-use treatment, primary-care screening and monitoring, targeted case management, psychiatric rehabilitation, peer and family support, services for veterans, and coordinated treatment planning.
Because CCBHC PPS financing is intended to support the full scope of required services, the demonstration can become a durable operating-funding pathway for certified clinics rather than a one-time competitive grant. Exact Maryland clinic rates, payment mechanics and approved-site details will depend on the final demonstration implementation and certification decisions.
Current Timeline
- August 26, 2026: Initial certification applications closed.
- August 26-October 12, 2026: MDH review period.
- Late October/early November 2026: MDH expects certification decisions.
- July 1, 2027: Tentative Maryland CCBHC Demonstration start date.
MDH also continues stakeholder engagement during implementation, including meetings scheduled for September 25 and October 30, 2026.
Funding and Eligibility
No statewide per-clinic grant ceiling is published because this is a Medicaid reimbursement demonstration, not a fixed grant pool. Certified sites that meet Maryland and federal CCBHC requirements will be positioned for enhanced cost-based Medicaid reimbursement under the state demonstration. The current certification cohort is closed, and Atlas does not infer eligibility for organizations that did not submit a timely 2026 certification application.
Atlas Analysis
Atlas Opportunity Score: 95/100. This is a major Maryland behavioral-health financing pathway because it combines enhanced Medicaid reimbursement with required crisis access, physical-health screening and monitoring, care coordination and multidisciplinary service delivery.
N9+ Direct Vendor Fit: 48/100 conditional. Connected examination and remote physical-health assessment may support an applicant-led primary-care screening, monitoring or care-coordination workflow, but MDH has not identified N9+ or connected-exam hardware as automatically reimbursable. Any device, platform or implementation cost must be validated against the certified clinic’s approved cost structure, procurement rules and Medicaid PPS methodology before being treated as fundable.
QC Healthcare Fit: 25/100 conditional. The model requires 24/7 crisis access and multidisciplinary care, but a general external physician-coverage service should not be assumed to satisfy CCBHC staffing, crisis or Medicaid billing requirements without specific program validation.
Immediate Next Step
Organizations that submitted a 2026 certification application should prepare for MDH follow-up, readiness review, cost-report and PPS implementation work, staffing and service-gap remediation, referral-network documentation and launch planning. Other Maryland behavioral-health providers should monitor MDH for future CCBHC certification cohorts, expansion notices or implementation opportunities rather than attempting to enter the closed 2026 round.
