Atlas Analysis

LCBP 2027 Land Conservation for Clean Water and Healthy Ecosystems funding supports land or conservation easement acquisition and perpetual protection in the U.S. Lake Champlain Basin. The July 28, 2026 RFP authorizes individual proposal requests between $100,000 and $3,000,000, with $3,400,000 available overall. Eligible applicants include local governments and qualifying nonprofit property/easement holders under New York or Vermont law. Reimbursable costs include acquisition, title, survey, appraisal, closing and stewardship-development expenses; stand-alone stewardship of already protected land is ineligible. No required match. EPA deed restrictions, federal procurement, subrecipient risk and Build America Buy America requirements may apply. December 9, 2026, 5 p.m. is the Foundant deadline; the RFP does not expressly specify a time zone.

The Patrick Leahy Lake Champlain Basin Program (LCBP), administered by NEIWPCC, is accepting applicant-facing 2027 Land Conservation for Clean Water and Healthy Ecosystems grant proposals. Individual project requests must be at least $100,000 and may be as high as $3,000,000. Approximately $3,400,000 is available for the overall program and is not the individual applicant award.

The program reimburses qualifying acquisitions of fee-simple ownership or perpetual conservation easements on land located in the U.S. portion of the Lake Champlain watershed, with primary benefits to clean water, habitat, native species, shoreline and riparian ecosystems, or flood resilience. Eligible applicants include basin municipalities in New York or Vermont, qualifying 501(c)(3) nonprofits with a property-conservation mission, qualifying 501(c)(2) entities controlled exclusively by such nonprofits, and other eligible project partners legally able to hold protected real property or easements under the applicable state law. Federal and state agencies, organizations based outside the United States, and persons involved in writing or reviewing the solicitation are ineligible. Multiple proposals per eligible organization are permitted.

Allowable costs include qualifying land and easement purchase prices, title and legal work, appraisal, surveying, mapping, closing costs, stewardship or conservation plans, and proportionate related project staffing. Funding is reimbursement-based and requires fully completed and documented tasks. No cash or in-kind match is required, but eligible nonfederal match can improve competitiveness. Proposals seeking only stewardship for already conserved land, acquisition and resale, recreation as the primary purpose, endowments, fundraising, lobbying, food and beverages, for-profit products, or regulatory-compliance costs are ineligible. Acquired land must be conserved in perpetuity and carry specified EPA deed or easement restrictions. Awards of at least $250,000 are subject to applicable Build America Buy America conditions and federal procurement requirements.

Applications are due December 9, 2026 at 5:00 p.m. in the official NEIWPCC Foundant grant portal; the RFP does not explicitly state a time zone. Successful applicants are expected to be notified in February 2027, start work no earlier than the executed agreement anticipated May 2027, and finish deliverables by December 31, 2029. Each Foundant proposal must provide site and parcel descriptions, conservation value, long-term stewardship plan, authorized contacts, request and match budgets, project impact and timeline, land restrictions and legal authority, and the required subrecipient risk assessment, UEI, insurance and other agreements as applicable.
