Atlas Analysis

The September 17, 2026 LCBP 2027 AIS Infrastructure grant track awards up to $200,000 per qualified applicant. Approximately $465,000 is the combined pool for this infrastructure program and the smaller AIS spread-prevention grants. Both the organization and infrastructure project must be based in the U.S. Lake Champlain Basin. Eligible applicants include qualifying nonprofit, college, conservation-district and local-government entities. Match is optional, with activity-specific capital, procurement, environmental quality assurance and indirect-cost conditions. MATERIAL DEADLINE DISCREPANCY: the current funder grant index lists November 3, 2026, but the controlling RFP and expanded funder page list November 5 at 5 p.m., with no stated time zone. Applicants should obtain written confirmation and conservatively meet November 3.

The Patrick Leahy Lake Champlain Basin Program (LCBP), in coordination with NEIWPCC, is soliciting 2027 Healthy Ecosystems Infrastructure Grants for Aquatic Invasive Species Spread Prevention and Management. Individual infrastructure applicants may request up to $200,000. The approximately $465,000 amount in the controlling RFP is the shared funding pool for infrastructure and non-infrastructure AIS grants, not an individual applicant award. Partial awards may be made.

This is a separate funding track from the smaller $25,000 AIS Prevention and Management grants, although both share the same official RFP. Eligible infrastructure initiatives must directly prevent aquatic invasive species spread or help control existing infestations, such as appropriate physical infrastructure supporting removal, launch stewardship or decontamination. INFRASTRUCTURE-SPECIFIC GEOGRAPHY: the applicant must operate out of, and the proposed project must be physically based within, the United States portion of the Lake Champlain basin. Eligible organization categories include nonprofit organizations, colleges and universities, New York Soil and Water and Vermont Natural Resource Conservation Districts, and nonfederal/nonstate local government agencies such as municipalities. For-profit organizations and federal/state agencies cannot apply.

No mandatory cash or in-kind match applies; voluntary eligible match may improve competitiveness. Relevant costs may include eligible equipment, construction/infrastructure, personnel, travel, supplies and professional services subject to RFP limits. Funding cannot support land acquisition, hazardous-waste remediation, endowments, marketing, direct fundraising, lobbying, food and drink, making for-profit products, or routine regulatory compliance. Construction and capital spending carry particular indirect-cost limits. Environmental-data Quality Assurance Project Plans, federal procurement standards, subaward certifications, task-based payment, insurance and reporting apply as needed.

IMPORTANT OFFICIAL-SOURCE CONFLICT: the LCBP grant-opportunities overview lists November 3, 2026 as the application due date, while the same official page’s full AIS program section and the controlling 2027 RFP list November 5, 2026 at 5:00 p.m. The RFP does not expressly give a time zone. Before using the later cutoff, obtain written confirmation from LCBP; conservatively prepare to submit by November 3. Proposals go through the Foundant online grant portal. Decisions are anticipated January 2027, projects can start after agreement execution in May 2027, and final deliverables are expected March 31, 2029.
