Connecticut Nonprofit Grant Program (NGP), Round 9 — Component 2
The Connecticut Office of Policy and Management (OPM) opened a ninth round of competitive nonprofit health and human-service capital grants on October 27, 2026. Component 2 supports qualifying capital improvements, property, equipment and information technology at organizations providing services to Connecticut state agency clients.
Individual applicant funding and matching
Component 2 grant requests may be up to $1,000,000 per eligible project; the minimum project cost is $35,000. The $19,500,000 Round 9 amount is the total program funding pool, not an individual applicant award. The remainder of funding not allocated to Component 1 is available for Component 2. Matching funds are optional, not mandatory; eligible non-state contributions may be considered in scoring. State funding and non-cash/in-kind contributions cannot count as match. Component 2 proposals must score at least 70/100 for an award recommendation.
Applicants and projects
Eligible applicants are private 501(c)(3) nonprofit health or human-service providers receiving Connecticut state funding, including Medicaid, to furnish direct health or human services to state agency clients. Colleges, unrelated nonprofits, and ordinary private vendors do not qualify merely because they are nonprofit. Qualified provider collaborations may apply under the program’s Component 3 collaboration rules while satisfying the relevant Component 2 funding and match rules.
Allowable capital purposes include facility repairs and renovation, energy and safety improvements, ADA accessibility, new construction, property acquisition, eligible IT and electronic health record implementation, client-independence equipment, permanent generators and vehicles. For qualifying real-estate projects, the application requires an NGP Lien Analysis (Form 4); proof of ownership and associated environmental or inspection documentation may apply. Ineligible categories include general operating salaries, ongoing maintenance, recurring licensing beyond initial eligible IT installation, leases and renovations to leased property, costs before contract execution, and other restrictions in the controlling guidelines and grant conditions.
Reimbursement-based grants only. No upfront grant money is provided. Projects cannot generally begin grant-financed work until the written grant award contract is fully executed. An applicant may file up to three Component 1/2 applications in total, with separate project applications and property addresses as required by the RFA.
