Atlas Analysis

October 28, 2026 verification: Read official 3-page NCOA 2026-2027 RFP, 6-page application copy, and dated application announcement. This solicitation expressly calls for a grant agreement and grants to nonprofit or government applicants, rather than a vendor procurement contract. Actual individual awards are fixed at $9,800 or $3,800, expected 45 and 30 organizations respectively; application selecting a tier does not guarantee an award at that tier. Project deliverables include at least four in-person workshops, at least one hour of weekly office hours, monthly reporting, 30-day surveys and two consented participant testimonials. No universal required match, reimbursement basis or separately stated applicant maximum beyond each tier was located in official documents. Eligible uses include staffing, curriculum materials, devices, space and outreach. A financial review is required. Applicant must use official NCOA portal; interactive portal beyond publicly posted application-copy PDF was not independently inspected. Keep in Pending Review pending authorized protected approval; do not treat this research as publication approval.

Open national grant competition. The National Council on Aging (NCOA), supported by AT&T, invites qualified senior centers, nonprofit community-based organizations, and local government agencies serving adults age 60 and older to apply to deliver digital literacy instruction and one-on-one technology help. Applications opened October 20, 2026 and close November 10, 2026 at 11:59 p.m. Eastern Time.

Applicant-level funding: NCOA expects to support 75 organizations in two competitive grant tiers: $9,800 for each of 45 Tier 1 organizations that serve at least 150 unduplicated older adult participants, and $3,800 for each of 30 Tier 2 organizations that serve at least 50. The number of awards is anticipated rather than guaranteed. No overall program total is substituted for an individual grant.

Eligibility: Applicants nationwide may apply if they serve older adults through a qualifying nonprofit or governmental senior center or community organization, have a physical workshop location, reliable internet, appropriate staffing and enough connected devices for no more than three learners per device. Selection gives priority to qualified applicants in AT&T key service regions, but organizations outside those regions are not excluded. Previous NCOA grantees may apply if they recruit participants not served through their earlier award.

Grant responsibilities: Selected organizations must deliver at least four in-person digital literacy workshops, hold at least one hour of office hours weekly, reach the applicable unduplicated participant target, attend NCOA training and support calls, submit monthly activity reports and participant surveys, and provide two participant testimonials with consent documentation. The grant period is January 4 through September 10, 2027. Funding supports project implementation, staff activities, recruitment, educational materials, technology devices, workshop facilities, and participant engagement. No universal matching percentage, reimbursement requirement, or separate applicant spending ceiling beyond the fixed tier is published in the governing documents.

Submission: Apply through the official NCOA application portal. PDF proposals are not accepted. Prepare organizational description, capacity and technology readiness, recruitment and implementation plans, staffing plan, prior experience, and financial review documents. The application copy requires an IRS determination letter for 501(c)(3) nonprofits or qualifying governmental documentation. The tier selected is not a guarantee of the final grant award.

Official documents: NCOA grant announcement and application links; controlling 2026-2027 RFP; and application form copy. Source research verified October 28, 2026. NCOA calls this a grant agreement, not ordinary government procurement; award and final terms remain subject to selection and execution of the agreement.
