Pennsylvania Veterans’ Trust Fund 2027–2028 — Nonprofit and Veterans Service Organization Grants

The Pennsylvania Department of Military and Veterans Affairs (DMVA) has announced the 2027–2028 Veterans’ Trust Fund (VTF) competitive funding cycle. This track is specifically for nonprofit charitable and veterans service organizations that directly assist Pennsylvania servicemembers, veterans and their families. The application window opened November 2, 2026 and closes December 18, 2026, before 2:00 p.m. Eastern Time.

Individual applicant funding and priorities

Eligible 501(c)(3) charities and 501(c)(19) veterans organizations may request up to $40,000 per organization for the entire cycle, with no minimum request. Separate independent projects may be proposed, but their total awarded amount to one organization cannot exceed $40,000. DMVA can award less than requested. Cash or in-kind matching is encouraged but not required. The 2027–2028 priorities are veteran mental and behavioral health, transportation to healthcare appointments and related needs, and pathways to employment.

Who is eligible

Applicants must hold IRS 501(c)(3) or 501(c)(19) tax-exempt status and document that serving Pennsylvania veterans or their families is one of their primary organizational missions. Organizations with unsettled prior VTF award balances, delinquent reporting or incomplete close-outs may be ineligible. Submit the IRS determination letter, mission or charter documentation and evidence of veteran-serving programming. Projects providing regulated mental healthcare must include appropriate professional/provider credentials. Projects for homeless veterans must explain coordination with local Continuums of Care and homeless-system referral and reporting arrangements.

Allowable expenses, limits and grant terms

Subject to approval, funds can support direct services to veterans, contracted services, personnel, emergency support, eligible supplies, project equipment, existing-building renovations or repairs, staff training and other necessary project costs. General administrative personnel and marketing/publications are each limited to 10% of the requested grant budget. New building construction, purchasing vehicles and costs incurred before July 1, 2027 are not eligible. The grant activity period runs July 1, 2027 through June 30, 2028, with no routine extension or renewal. Quarterly financial and performance reporting, retained receipts and a close-out financial statement are required. Award disbursement follows full execution of a grant agreement; expenditures made before execution are at the grantee’s risk.
