Open: October 26 through December 4, 2026. Connecticut’s Department of Economic and Community Development (DECD) is accepting Community Investment Fund 2030 (CIF) Round 10 Capital Improvement grant applications. The competitive program supports eligible projects that improve economic opportunity and community conditions in designated Connecticut municipalities. Read the controlling Round 10 Notice of Funding Availability and official application and resources page.

Individual applicant funding: the requested CIF grant must be at least $250,000; the funder states no maximum individual capital grant request. The total capital project budget must be at least $1,500,000, which is a project-budget requirement, not an award limit. The funder does not specify a universal mandatory matching percentage. Committed and documented non-state leveraged funds can support priority consideration, and applicants must provide a credible complete project financing plan.

Who is eligible: Connecticut municipalities designated as Public Investment Communities, Alliance Districts, or Distressed Municipalities; community development corporations serving such municipalities; and qualifying nonprofit organizations serving such municipalities. A nonprofit or CDC need not be headquartered in the eligible municipality, but the proposed project must serve the qualifying municipality. An ineligible developer or agency may participate as a partner while an eligible organization serves as the applicant. Joint eligible applicants may apply with one lead.

Eligible activities: examples include brownfield remediation, affordable housing, water and sewer improvements supporting local development, safe pedestrian infrastructure, energy resilience, eligible land or building acquisition, and rehabilitation or improvement of public facilities such as libraries, senior centers, and community-service facilities. Eligible project-related construction, equipment, design, engineering, and other documented costs depend on the project and governing requirements. Applicants must address applicable environmental review, prevailing wage, historic preservation, procurement, property security or use restrictions, and affordable-housing requirements. The state FAQ indicates grant proceeds apply only to expenses incurred after the State Bond Commission’s funding approval. Do not assume costs incurred earlier are reimbursable.

Application deadline: Friday, December 4, 2026, at exactly 12:00 p.m. NOON Connecticut local time. Submit exclusively through the Round 10 Capital Project Euna Grants application portal. The state will not accept email, paper, Word-document, or SharePoint submissions. Prepare a Sources & Uses Budget spreadsheet, completion timeline, organizational or municipal resolution, property/ownership documents, operating projections, project cost support, design documents and eligibility certifications as applicable. Nonprofit and CDC applicants must provide required organizational, tax-status, financial, and board documentation. See the current Round 10 FAQ. DECD reviews eligibility; award recommendations and subsequent State Bond Commission approval are separate stages.
