Program Year 2025 Maui County Emergency Solutions Grants
The County of Maui Department of Human Concerns, Homeless Programs Division, is accepting competitive applications for Program Year 2025 (PY2025) Emergency Solutions Grant (ESG) funding. HUD’s ESG assistance passes through Maui County to eligible nonprofit and local-government subrecipients providing services for people experiencing or at risk of homelessness within Maui County. The official 19-page PY2025 Invitation to Apply and seven-page Application Packet were released October 16, 2026. PY2025 is a distinct funding-year competition from the County’s separately advertised PY2026 ESG grant; applicants who seek both must submit separate applications.
Funding and Applicant Award Amount
Maui County received $191,693 total for PY2025 and intends to make one or more competitive subrecipient awards. This is the COUNTY-WIDE program pool, not an award amount promised to each applicant. The County has not published a universal individual applicant maximum or minimum. It may provide partial awards, make budget adjustments or decline all awards based on proposals and requirements. For PY2025, street outreach and emergency shelter awards combined cannot exceed 60% of the county’s ESG allocation (up to $115,015.80 total for those program components). Administrative costs are capped at 7.5% of the statewide allocation ($14,376.98), and cannot stand alone as a project.
Who Is Eligible
Qualified private nonprofit organizations and units of general-purpose local government eligible under 24 CFR 576.202 may apply. Applicants must demonstrate financial management controls, staffing, organizational and programmatic capacity, the ability to serve residents of Maui County, and compliance with HUD, federal, state, and County grant rules. Successful subrecipients must execute a County of Maui Subrecipient Grant Agreement. Participation in Coordinated Entry, the Maui homelessness-services network, HMIS or a HUD-permitted comparable database, and appropriate reporting/monitoring are required as applicable to the funded activity.
Eligible Components and Significant Restrictions
Allowed program components include street outreach, emergency shelter (operations, essential services and approved renovation), homelessness prevention, rapid re-housing, Homeless Management Information System (HMIS) activities, and eligible administration only in conjunction with funded services. Specific eligible costs are controlled by 24 CFR Part 576. Applications must explain target participants, service area, program performance, partnerships and coordination. Eligible expenses outside the executed grant period generally are not reimbursable. The County’s PY2025 grant period is anticipated from signed agreement through September 18, 2027.
Matching Funds and Payment Method
Under 24 CFR 576.201, Maui County as HUD recipient is responsible for satisfying ESG match requirements. Selected subrecipients may be required to document qualifying matching contributions or otherwise help the County satisfy them; any individual contribution requirement will be stated in the subrecipient agreement. Do not assume a universal fixed subrecipient matching percentage. Payment is generally reimbursement-based unless the County expressly authorizes otherwise. Subrecipients submit eligible-cost evidence, progress reports and financial documentation, and comply with grant monitoring and applicable federal procurement standards for their spending.
