Maine Community Resilience Partnership Service Provider Grants, Round 7 — Track 1 Community Enrollment — are accepting proposals. The Maine Office of Community Affairs (MOCA) invites qualified service providers to assist groups of up to five Maine municipalities, Tribal Governments, plantations, townships, or unorganized territories with enrollment in the Partnership, community climate and energy planning, and subsequent grant applications. The next quarterly application cutoff is November 13, 2026 at 5:00 p.m. Eastern Standard Time; applications may be submitted at any time, with a further scheduled cutoff of March 15, 2027 if funding remains.

Individual award and matching funding

A service provider may request up to $15,000 per participating community, or up to $75,000 for five communities. The approximately $600,000 cited in Program Statement SPG2026-7 is the combined overall Track 1 and Track 2 funding allocation, not an individual applicant award. A 15% applicant cost share is mandatory and eligible in-kind contributions count; pre-award expenditures cannot be included as project costs or matching funds. Awards are competitive and funding-dependent. Track 1 work normally concludes within 12 months; maximum grant agreement duration is 24 months.

Eligibility and scope

Eligible applicants include regional planning organizations, councils of governments, regional economic development organizations, county governments, nonprofits, academic institutions and cooperative extension programs, and for-profit enterprises. Municipalities may also apply when they demonstrate the expertise and capacity to serve other communities. Track 1 partner communities must not have previously enrolled in the Partnership or received assistance through an earlier Service Provider Grant. Each applicant must assemble a group of no more than five qualifying Maine communities and include a signed support letter from each; only one application per service provider may be submitted for Track 1 in this round.

Allowable expenses and restrictions

Eligible project costs may include personnel, contracts, supplies, travel, indirect costs and meeting venues for community workshops, resilience self-evaluation, action prioritization, enrollment and funding application support. The program does not pay for construction, computer equipment, permit fees or unrelated organizational staffing. Project activities and pre-award costs cannot be reimbursed until a written grant agreement is effective. Quarterly progress reports, deliverables and a final report are required.

Application prerequisites and submission

Prepare the application cover page, organization and community eligibility information, evidence of climate and energy expertise, scope of work, project timeline, budget worksheet and narrative documenting the 15% match, and support letters from every partner community. Describe community engagement for underserved and climate-vulnerable residents and plans for helping each group community enroll and apply for implementation funding. Submit through the MOCA Submittable grant portal by November 13, 2026, 5 p.m. EST for the next quarterly review. Consult the current official funding notice, controlling 14-page SPG2026-7 Program Statement, and MOCA application portal before filing. This is an applicant financial-assistance grant, not a government vendor-procurement opportunity.
