EPA Region 5 FY2027 Tribal Air Grants: Clean Air Act Section 105
The U.S. Environmental Protection Agency (EPA) Region 5 Air and Radiation Division invites federally recognized Tribal governments and Tribal consortia in Illinois, Indiana, Michigan, Minnesota, Ohio, and Wisconsin to seek FY2027 financial assistance under Clean Air Act Section 105 (Assistance Listing 66.001). The program supports Tribal implementation of air pollution prevention and control programs and ambient air-quality standards. This is distinct from EPA’s shorter-term Section 103 research/study track.
Applicant funding and required contributions
The funder does not publish a universal individual applicant award maximum. Award amounts depend on EPA review and future funding. The FY2027 announcement states that standalone Section 105 proposals generally require a 40% cost share, reduced to 5% for Tribes approved for Treatment in a Similar Manner as a State under applicable rules. No cost share is required when CAA 105 funding is included in an eligible Performance Partnership Grant (PPG). Applicants should confirm how tribal status and project period affect their applicable rate; do not treat the total EPA program allocation as an individual award.
Eligible activities
Projects may plan, develop, establish, improve, implement and maintain Tribal air-quality management, pollution prevention and control programs, air monitoring, emissions analysis, regulatory infrastructure and related community engagement. Proposed activities must relate to Clean Air Act Section 105 objectives and measurable environmental outputs. Do not request funds to duplicate work covered under another federal award. Qualifying environmental data work requires an EPA-acceptable Quality Assurance Project Plan. Equipment requests are closely reviewed, and unrelated property acquisition, indoor remediation and other activities outside eligible air pollution work are excluded.
Proposal deadline and special rule for existing grantees
Proposals are due October 30, 2026, at 6:00 p.m. Central Time by email to R5ARD_Grants@epa.gov with Word-format materials and subject FY 2027 Tribal Air Funding Announcement Proposal. Use a maximum five-page narrative for a one-year project or seven pages for a multi-year project, plus separate budget narrative and other required supplements. This is an initial proposal stage; do not submit a full SF-424 grant application package yet.
Existing Section 105 grantees: If seeking no more than a prior year’s funding, the funder instead requires a placeholder email specifying the prior-year amount, using subject FY 2027 Tribal Air Funding Announcement Placeholder, by the same October 30 deadline. A full proposal is required for additional funding or activities beyond prior funding. Applicants applying for multiple EPA Tribal Air funding programs must supply separate proposals and budgets. Funding is contingent and formal awards require a signed notice.
