FY2027 EPA Region 5 Tribal Air Funding: Clean Air Act Section 103

The U.S. Environmental Protection Agency’s Region 5 Air and Radiation Division is accepting competitive proposal requests from federally recognized Tribal governments and eligible Tribal consortia in EPA Region 5 for short-term air pollution research and assessment under Clean Air Act Section 103, Assistance Listing 66.038. Region 5 includes Illinois, Indiana, Michigan, Minnesota, Ohio, and Wisconsin. This is a grant for eligible Tribal applicants, not a procurement solicitation.

Applicant funding and matching

An individual applicant award maximum or standard award range is not published. Actual awards depend on EPA review and availability of FY2027 funding. Clean Air Act Section 103 projects require no applicant cost share; the EPA may fund an eligible approved project entirely with federal funds. This program is distinct from Section 105 air program implementation and State Indoor Radon Grants, which have different matching provisions.

Eligible activities and restrictions

Section 103 proposals can cover air quality studies, baseline monitoring, pollutant source identification, surveys, demonstrations, research into health and environmental effects of air pollution, environmental training, and Tribal community education about air pollution. Proposed work must advance eligible air quality objectives and clearly document measurable outputs, outcomes and milestones. A Quality Assurance Project Plan is necessary where environmental data are collected or generated. The EPA will scrutinize major equipment requests; unrelated real estate acquisition, indoor remediation and activities unrelated to air pollution are excluded. Applicants must avoid charging overlapping EPA grants for the same activities.

Initial proposal requirements and deadline

Submit proposals by Friday, October 30, 2026, at 6:00 p.m. Central Time via email to R5ARD_Grants@epa.gov. Include a workplan, staffing, environmental output measures and itemized budget. Do not submit the complete SF-424 federal application package at this initial proposal stage. The EPA anticipates proposal status notifications around December 11, 2026, subject to available funding; selection is not an award authorization.
