FY2027 TSET Built Environment Grants — Planning and Design for Physical Activity
The Oklahoma Tobacco Settlement Endowment Trust (TSET) is accepting applications under funding opportunity 092-BEPAPD27. These are competitive financial-assistance grants to prepare project plans, feasibility assessments and designs that improve Oklahoma communities’ access to walking, biking, parks and other physical activity. This planning solicitation is separate from TSET’s construction-implementation opportunity and nutrition-focused Built Environment competition.
Funding and deadline
Eligible applicants may seek up to $150,000 for a planning/design project lasting no more than 12 months; the RFA lists up to $150,000 per year for each of its three funding tracks. No matching contribution is required. Confirmed cash or in-kind support may be included voluntarily. Applications opened October 6, 2026 and are due November 18, 2026 by 4:00 p.m. Central Time. Award decisions are anticipated by the end of May 2027, with a July 1, 2027–June 30, 2028 grant period.
Three distinct eligible tracks within this RFA
Track 1: Parks and open spaces includes feasibility, master planning and designs for recreation spaces and trails. Track 2: Safe routes to schools, grocery stores or parks includes walking, bicycling, pedestrian-safety and streetscape plans. Track 3: PreK–12 school-based planning/design supports eligible school-site physical-activity improvements. Each application must select only one track. Construction costs and work are not eligible in this planning-only competition.
Applicant and location restrictions
For Tracks 1 and 2, eligible entities include Oklahoma local governments, qualifying 501(c)(3) nonprofits, tribal nations, public school districts or school sites, eligible higher-education institutions and state government agencies. Track 3 is more narrowly restricted to Oklahoma PK–12 public schools or districts, qualifying nonprofits that operate a school site for specific populations, and tribes that operate a school site. The applicant must satisfy the RFA’s Oklahoma brick-and-mortar office, organizational standing, ownership of the project site, public-access, and non-acceptance-of-tobacco-industry-funding rules. Additional eligibility and tribal-award conditions apply.
Required evidence and application
Applications must identify the owned public project site, a launch-ready planning project that can start within 75 days of the grant period, recent evidence of community needs and resident support, relevant partners, a project and evaluation plan, a detailed budget, financial capacity, and the RFA’s required certifications and attached forms. A separate nonprofit, school, government or tribal application may require additional documentation. Funding is administered under a cooperative agreement with financial and project reporting requirements.
Only the eligible applicant’s registered account may submit through TSET’s Funding Portal; account registration can take up to two business days. Consult the full 43-page controlling FY2027 Planning and Design RFA, including attached forms, and the official TSET program and amendments page before applying. Verified October 26, 2026.
