Funding Watch — Youth Tele-behavioral Health Subaward open; exact deadline time/time zone unresolved; other major digital-health pathways remain TBD

Maine RHTP Digital Health & AI Provider RFPs — Technology Vendor Funding Watch

MCD Global Health's current Maine RHTP Digital Health Projects page now identifies specific grant, Partner Service Agreement, and subaward pathways for telehealth, remote patient monitoring, school-based health, specialty consultation, and other digital-health services. All listed opening and closing dates remain TBD, so Atlas continues to treat this as a high-priority funding watch rather than an open solicitation.

FundingFunding Watch. MCD has now published project-level funding pathways, including Grants, Partner Service Agreements, and a restricted subaward, but no project-specific award ceilings or contract values are published on the current Digital Health Projects page. Maine's broader Year 1 RHTP award is $190,008,051.
DeadlineFunding Watch. MCD's live Digital Health Projects page now shows one specific provider-side pathway open: Youth Tele-behavioral Health Subaward opened September 18, 2026 and closes October 16, 2026. The authoritative MCD page does not publish an exact closing clock time or time zone in the accessible posting, so Atlas does not infer either. The related youth tele-behavioral health Grant and several other Digital Health Grant, Subaward, and Partner Service Agreement pathways remain listed as TBD.

Required next actionHIGH-PRIORITY FUNDING WATCH / VERIFICATION HOLD. Youth Tele-behavioral Health now has an open provider Subaward, but exact closing clock time and time zone remain unresolved on the authoritative MCD posting. Do not initiate ORIGINAL outreach or create applicant-specific production from this pathway until deadline controls and the controlling application instructions are fully verified. Continue monitoring MCD and the linked application portal. The current provider-side eligibility calls for a Maine-operating organization with appropriately credentialed Maine-licensed clinicians, ability to begin service within five days after parent/guardian approvals and releases, MaineCare enrollment, third-party payer maximization, and a sliding-scale or other mechanism for uninsured/underinsured patients. Do not infer that Dr. Miltie or QC Healthcare meets those provider qualifications. Remote Patient Monitoring and other direct-vendor pathways remain separate high-priority watches where opening/closing dates are still TBD.

Broad Eligibility

For the now-open Youth Tele-behavioral Health provider Subaward, MCD states the organization must be legally operating in Maine; employ relevant credentialed clinicians licensed in Maine who can provide service within five days after required parent/guardian approvals and releases; be enrolled in MaineCare; maximize reimbursement from third-party payers; and maintain a sliding-scale or other mechanism for uninsured or underinsured patients. Specialized youth behavioral-health skills and experience may be preferred. The related youth tele-behavioral health Grant remains TBD. Other Digital Health pathways retain their separately published eligibility terms.

Atlas Analysis

Umbrella funding watch remains unscored at 0 because it covers multiple distinct Digital Health pathways and the only newly open specific pathway, Youth Tele-behavioral Health Subaward, lacks a published closing clock time and time zone on the authoritative MCD page. The open subaward is substantively relevant to youth behavioral-health access, rural communities, and school-connected care, but its provider requirements center on Maine-licensed clinical staffing, MaineCare enrollment, payer billing, rapid-access service delivery, and affordability mechanisms. Current evidence does not establish Dr. Miltie or QC Healthcare as a qualified direct provider for that subaward. The Remote Patient Monitoring Partner Service Agreement remains the strongest potential direct-vendor watch item, but its opening and closing dates remain TBD and no N9+ allowability or current Dr. Miltie capability should be inferred.

MCD Global Health has now published project-level Maine RHTP Digital Health pathways and respondent eligibility, while every currently named opening and closing date remains TBD. The controlling Digital Health page identifies grants, Partner Service Agreements (PSAs), and a restricted subaward across Virtual Quick Care, Automated Text Messaging, Perinatal Specialty Consults, Mammha, Perinatal Remote Patient Monitoring, Youth Tele-behavioral Health, Nursing Home Telehealth Consultations, Provider-to-Provider Specialty Consultations, and Teledentistry.

Strongest current direct-vendor signal: Statewide Remote Patient Monitoring

The Remote Patient Monitoring PSA currently appears within MCD’s perinatal project section, but its stated objective is broader: a statewide RPM service for adults with hypertension, heart failure, and other high-risk chronic conditions as well as pregnant and postpartum individuals. It remains Atlas’s strongest current Dr. Miltie/N9+ vendor watch pathway. MCD states that respondents must be authorized to conduct business and remain in good standing, maintain a FEIN and UEI, and demonstrate qualified RPM vendor capacity including secure RPM technology, connected-device management, patient enrollment and onboarding, monitoring and escalation workflows, provider implementation support, reporting capability, and statewide operational capacity. Respondents must also comply with applicable licensing, MaineCare, Medicare, commercial payer, privacy, security, payer-of-last-resort, reporting, monitoring, evaluation, quality-improvement, and performance requirements.

N9+ Direct Vendor Fit: not scored until a controlling solicitation opens. Nonagon N9+ is a remote physical examination platform and can have a legitimate role within a broader RPM or telehealth workflow, but Atlas will not represent N9+ as a complete statewide RPM service or claim that Dr. Miltie satisfies connected-device management, clinical monitoring, payer, statewide-operations, security, or other PSA requirements unless those capabilities are documented directly or through an allowable partner structure.

MaineCare telehealth licensure watch: Maine DHHS reiterated on September 8, 2026 that providers delivering telehealth services to MaineCare members must be enrolled with MaineCare and that providers furnishing services to members located in Maine must hold appropriate Maine credentials or recognized Interstate Licensure Compact authority. Atlas treats this as a qualification gate when a vendor or partner would furnish clinical telehealth services, not as proof that a technology-only vendor must hold clinical licensure.

Provider and school pathways

MCD separately describes applicant-side grants for Perinatal Specialty Consults, Perinatal Remote Patient Monitoring, Youth Tele-behavioral Health, Nursing Home Telehealth Consultations, Provider-to-Provider Specialty Consultations, and other implementation tracks. These may create applicant-selected technology opportunities when the final solicitation permits the cost and the eligible organization owns the clinical or program design. The Youth Tele-behavioral Health grant is specifically oriented to rural Maine school districts and school-aged youth, with school applicants required to provide private, confidential telehealth space.

Other vendor qualification gates

Separate PSAs for specialty consultations, nursing-home telehealth, Virtual Quick Care, and related services include pathway-specific requirements such as Maine-licensed clinician networks, billing or MaineCare capability, routing and escalation standards, privacy and security controls, statewide implementation, reporting, and service-delivery capacity. Dr. Miltie should not be presumed prime-eligible for those pathways without documentary evidence of the required capabilities.

Source data-quality caution

MCD’s current Automated Text Messaging section describes a secure statewide messaging service for chronic-condition support, but its published “Anticipated Reach & Impact” language currently refers to statewide virtual acute care and up to 1,000 virtual visits per month. That language appears inconsistent with the text-messaging project description. Atlas should not reuse those reach or impact figures for Automated Text Messaging unless MCD clarifies or corrects the source.

Timing and Atlas readiness

Every named MCD Digital Health funding path currently lists Opens: TBD and Closes: TBD. MCD and Maine DHHS have announced public information sessions for September 17 and September 22, 2026 at noon; the current announcement does not state a time zone. Atlas should continue qualification and evidence-gap closure, but no opportunity should be represented as open until a controlling application or solicitation actually opens.

Atlas status: Upcoming / Funding Watch. Atlas Opportunity Score: 0/100 pending an open controlling solicitation. N9+ Direct Vendor Fit: not scored until controlling terms are published. External outreach remains gated by the controlling solicitation opening, verified eligibility, CRM deduplication, verified recipient identity, Email Opt Out and bounce status, and the Atlas Email Queue production path.
