Pennsylvania 2026–2027 Creative Catalyst Grant Program

Pennsylvania Creative Industries, powered by the Pennsylvania Council on the Arts, offers competitive Creative Catalyst grants supporting new initiatives, special events, and unique strategic opportunities that strengthen Pennsylvania’s creative sector at a statewide or broad regional scale. The next announced application cutoff is November 13, 2026. The official 2026–2027 guidelines list additional rounds on June 12 and September 11, 2026 (now past) and February 12, 2027. An exact November 13 cutoff hour or time zone is not specified in the controlling guidelines; verify any portal closing time and submit before the date.

Individual applicant funding and grant rules

Award amounts will not exceed $25,000 per applicant. The funder does not publish an overall program funding pool in these guidelines. A confirmed 1:1 cash match is required; the match cannot be met solely by in-kind contributions. No more than 20% of the awarded grant may pay administrative expenses. Grants are reimbursement-based: grantees first incur and pay eligible costs, then submit an invoice/final report, receipts and proof of payment.

Applicant eligibility

Eligible lead applicants must be a nonprofit tax-exempt corporation, unit of government, college, university or school district providing creative-sector programming or services in Pennsylvania. Applicants must document incorporation and activity in Pennsylvania. Fiscal agents and fiscal sponsors are not eligible applicants. An applicant may receive a Creative Catalyst grant only once every three years. A proposed project must demonstrate potential statewide or broad regional creative-sector impact and organizational capacity to deliver.

Eligible purposes and exclusions

Proposals should further one or more state creative-industry priorities: asset development, workforce development, community development, visibility, or policy. Awards support distinct, time-limited creative-sector initiatives rather than ongoing programs, routine annual events or organizational operations. The stated performance period is September 1, 2026–August 31, 2027. Funds cannot pay for activities outside the performance period, religious-purpose activities, lobbying, cash prizes, benefits, hospitality, competitions, performances or exhibitions not available to the public, academic-credit activities or activities already supported through another Pennsylvania Creative Industries award.

Application requirements

Before applying, contact the state’s program contact, Seth Poppy, as expressly required by the guidelines. Register for a Keystone Login and submit the full application through the Pennsylvania Department of Community and Economic Development grants management system (Electronic Single Application), grants.pa.gov. The narrative must provide a project summary (up to 4,000 characters), alignment with program strategic goals (up to 3,000), statewide or broad-regional benefit (up to 3,000), and a plan for use of funds (up to 3,000). Attach the project budget showing a committed matching contribution. Approved grantees must register for Commonwealth ACH payments as directed.

Read the official complete five-page 2026–2027 Creative Catalyst Application Guidelines (PDF) and check the Pennsylvania Creative Industries program page for changes, portal instructions and round-specific details. Application submission does not guarantee an award. November 13, 2026 is the current funding-round deadline; the program also lists February 12, 2027 as a subsequent cutoff.

Controlling five-page application guidelines independently reviewed October 24, 2026. This is a grant to eligible applicants, not vendor procurement. A deadline hour was not invented.
