Texas Rural Communities — 2026 Application Cycle for Rural Community Development Grants

Texas Rural Communities, Inc. (TRC) is accepting applications for competitive financial-assistance grants benefiting rural communities in Texas. The grants help established community-based nonprofits improve rural quality of life through sustainable environmental, educational, economic-development and other community programs. Complete applications must be postmarked by November 6, 2026; the funder does not accept applications by email or fax.

Applicant funding and overall program pool

TRC states that individual grant awards will not exceed $10,000; its historical average award is approximately $3,000. TRC may make multiple awards with a combined allocation of up to $88,000. That $88,000 amount is the overall program pool, not an individual applicant grant. Applicants should explain whether a partial award would be acceptable. Awards are discretionary and funding may be deferred if applications do not meet the committee’s criteria. The published grant application instructions do not establish a universal fixed matching-funds percentage or a reimbursement-only rule.

Eligible nonprofit applicants and geography

Applicants must be 501(c)(3) nonprofit community-based organizations in eligible rural Texas communities, not affiliated with a governmental or quasi-governmental organization. An organization without its own 501(c)(3) certificate must have a non-governmental sponsor that maintains suitable tax status and must attach the sponsoring organization’s board-chair or president support letter. The applicant must have existed for at least one year and have an established board of directors, operating budget, balance sheet and income/expense statement.

For this program, TRC defines a rural area as territory outside the extraterritorial jurisdiction of any city with population 100,000 or greater. Organizations should verify that the applicant and benefiting community meet this definition. This is not open to direct government or quasi-government applicants and should not be confused with TRC’s separately operated rural loan programs.

Allowable and prohibited expenses

Grants may support new or existing rural community programs addressing community development, educational needs, environmental improvement, local economic activity and comparable public-benefit purposes. The controlling official application expressly states that grant funds cannot be used for building construction or personnel costs. The proposal should itemize the use of the requested grant money and include a practical activity timetable and measurable community outcomes. The foundation may consider partial support for an otherwise eligible program.

Application instructions and required attachments

The application packet must include: a signed cover letter on organization letterhead; a one-page program summary giving the amount requested and contact information; and a detailed narrative organized into the funder’s specified sections, limited to five single-spaced pages in 12-point type. The narrative covers organizational history and accomplishments, community need, project purpose, participants, unique approach, program budget, outcome measures and timeline, and—if applicable—reporting on TRC support received in the preceding two years.

Required attachments are the board-of-directors list, IRS determination letter or qualifying sponsorship documentation, current-year organizational budget, balance sheet and one-page profit/loss statement, and two recommendation letters. Do not staple the packet or place it in a binder. Incomplete or incorrectly formatted applications may not be considered.

Deadline and mailing address

Postmark deadline: November 6, 2026. There is no published clock-hour or timezone cutoff because the controlling submission requirement is a postal postmark. Faxed or emailed applications are not accepted. Mail the complete unstapled application packet to: Texas Rural Communities, Inc., 168 Cimarron Park Loop, Buda, TX 78610. The funder expects to identify finalists around March 31, 2027.

Read the current official 2026 TRC Grant Application Process and Instructions, check the official award-history page, and contact TRC at info@texasrural.org or 512-312-9029 with eligibility or delivery questions. The grant application is distinct from the foundation’s repayable loan products.
