The Hawaiʻi State Rural Health Association (HSRHA) is accepting applications on a rolling basis for Rural Pilina MAMA Grants — Maternal Health Advancement through Mālama and Action — through the Hawaiʻi Rural Health Transformation Program HOME RUN workforce initiative. This is an applicant-facing community grant, not a government purchasing contract.
Funding and application status
Each approved project receives $20,000. HSRHA anticipates up to ten awards annually, subject to available funding. Applications are accepted on a rolling basis while funds are available; HSRHA does not publish a fixed closing date or time. The separate federal RHTP award supporting Hawaiʻi’s overall program is not an individual applicant award.
Eligible applicants and geography
Hawaiʻi-based organizations, clinics, healthcare practices, community groups, cultural practitioners, collaborative partnerships and individuals working with a fiscal sponsor may apply. Proposed work must take place in and primarily benefit rural Hawaiʻi: Hawaiʻi, Maui and Kauaʻi counties, or eligible Oʻahu ZIP codes 96712, 96717, 96731, 96762, 96786, 96791, 96792 or 96795. A partnership must identify its lead applicant and fiscal agent.
Project requirements
Projects must address at least one Rural Pilina priority and produce a clear benefit to the rural maternal and infant health workforce. Eligible approaches include workforce training, recruitment and retention, mentorship, care coordination, perinatal behavioral health integration, and culturally responsive or trauma-informed practices. Direct services to families may be included only when the design intentionally builds workforce capacity, rather than merely continuing routine services. Most projects should be completed within 12 months.
Application and budget
Submit the official HSRHA application with the rural community need, relevant Rural Pilina priority, workforce beneficiaries, partners and community voice, activities, timeline, measurable outcomes, and a $20,000 budget with explanation. The official RFP permits reasonable personnel costs, training, supplies, contractual services, local travel, outreach and limited project equipment. It prohibits food and beverages, lobbying and political activities, fundraising, major construction or renovation, and costs incurred before the award starts. The RFP does not specify a fixed matching percentage. Complementary funding may be used but the same cost cannot be charged to two sources. Funded applicants sign an agreement and submit basic participation and final reporting.
