Opportunity Overview
The New Jersey Department of Labor and Workforce Development (NJDOL) has opened the FY2027 Opportunity Partnership Grant (OPG). The program funds occupational training designed to help displaced and dislocated workers reconnect with sustainable employment in employer-driven, in-demand occupations.
Funding and Schedule
$3,000,000 is available for FY2027. The controlling FY2027 NGO identifies an 18-month program term and permits up to $300,000 per application to train up to 30 eligible participants, with a maximum budget of $10,000 per trainee.
A technical-assistance workshop is scheduled for October 7, 2026. IGX registration and the signed Letter of Intent are both due October 14, 2026 at 12:00 noon. The complete IGX application is due November 18, 2026 at 12:00 noon. The controlling NGO states these clock times but does not expressly identify a time zone.
Eligible Applicants
Eligible service providers include New Jersey Workforce Development Boards that engage external third-party training providers, postsecondary educational institutions, NJDOL-approved Eligible Training Providers, and private career schools that are on the Eligible Training Provider List and approved by NJDOL/NJDOE. Third-party training providers must be on the ETPL and approved before the application deadline. The grantee remains the fiscal agent, and assignment or subcontracting without required NJDOL written consent can void the agreement.
Program and Participant Requirements
OPG is designed for One-Stop-eligible displaced and dislocated jobseekers. Training must address employer demand for an in-demand occupation and lead toward an industry-valued credential or occupational license where applicable. NJDOL identifies a target of full-time, year-round employment paying at least $20 per hour. Applicants must document employer need and coordinate with the applicable Workforce Development Board.
Allowable and Restricted Costs
Allowable direct costs can include instructor and training-consultant costs, books, supplies, training-related equipment, required program fees, background checks, laboratory/testing expenses, and credential or licensure costs when directly connected to successful training. Administrative costs are capped at 10% of direct training costs.
The controlling NGO excludes costs including mileage and tolls, bus passes, overnight lodging, capital construction or renovation, proposal-preparation costs, memberships, facility operating costs, childcare, network costs such as Internet/Wi-Fi, and electronics such as computers and earbuds. Atlas found no mandatory applicant match or cost-share requirement stated in the reviewed controlling NGO.
Required Application Materials
Required materials include the Employer Job Analysis/Description, Employer Partner Summary, Third-Party Trainer Summary when applicable, Executive Summary, Program Narrative, Budget Narrative, employer Letter of Need, Workforce Development Board recommendation, Tax Clearance Certificate, Summary A, and Budget B. The Letter of Intent is submitted to OPG@dol.nj.gov; the full application and required documents are submitted through IGX. NJSTART vendor registration and a State vendor ID are also required for grant administration.
Evaluation
NJDOL evaluates applications on a 100-point framework covering the executive summary, employer need, training plan, performance measures, credential outcomes, job-placement strategy, and budget. Prior OPG performance may also be considered.
N9+ / QC Healthcare Analysis
Atlas Opportunity Score: 90/100. OPG is a meaningful New Jersey workforce and postsecondary-training opportunity with a clear statewide funding pool, defined applicant classes, and a substantial application window.
N9+ Fit: 18/100 conditional. Dr. Miltie Direct Vendor Fit: 0/100. QC Healthcare Fit: 5/100. The NGO permits training-related equipment and identifies Health Care as an example industry, but it also expressly excludes network costs and electronics such as computers and earbuds. Because N9+ is an electronic clinical platform, Atlas will not assume it is reimbursable. A narrow training-only pathway exists only if NJDOL confirms that the specific N9+ component is allowable training equipment integral to an employer-required healthcare curriculum and credential pathway. OPG must not be positioned as a patient-care, clinical-service, or ordinary telehealth-deployment grant.
Next Action
Eligible training providers should confirm applicant and ETPL status, identify the displaced/dislocated worker population and employer-demand occupation, complete IGX registration and the signed LOI by October 14 at noon, and prepare the employer-supported full application for the November 18 noon deadline.
