The Arizona Office of Economic Opportunity (OEO) is accepting applications for its 2026 Rural Health Transformation Program (RHTP) Transition to Practice competitive grant. The program supports rural Arizona employers and training partners in helping newly licensed healthcare professionals enter and remain in independent rural practice.
Funding and deadline
Deadline: October 23, 2026, at 11:59 p.m. Arizona time. The current OEO Euna Grants application listing states this deadline, which supersedes an earlier October 15 date still shown in older state summaries. Applications opened September 18, 2026 and must be submitted through the state-linked Euna Grants/eCivis application system.
Funding: up to $3,000,000 total across this competition, with three awards anticipated and a stated $1,000,000 per-award minimum. The portal does not publish a separate maximum per applicant; the $3,000,000 overall pool must not be presented as a single applicant’s award ceiling. No matching contribution is required.
Applicant eligibility
Eligible applicants include qualifying rural-serving Arizona nonprofit healthcare organizations, Critical Access Hospitals, health clinics, federally qualified health centers, behavioral-health organizations, EMS agencies, private or for-profit rural healthcare employers and practice groups, Tribal governments and tribally operated health programs, certain state licensure agencies, and professional associations serving rural health professions. The funded work must benefit the rural Arizona healthcare workforce, and participating sites must satisfy the applicable state and HRSA rural definitions.
Applicants require an active SAM.gov registration and UEI, federal grant eligibility, applicable professional licensing or accreditation, and satisfactory pre-award risk assessment. Applicants must be employers or authorized implementers at participating clinical sites; organizations that are not themselves clinical training sites must document site participation through an appropriate memorandum of understanding.
Allowable projects and restrictions
Proposals can expand rural clinical training placements, new-professional transition-to-practice models, mentoring, preceptor development, educational partnerships, and specialty or advanced-practice training across nursing, behavioral health, dentistry, pharmacy, EMS, allied health, and other licensed health professions. Required deliverables include training partnerships, expanded specialty or advanced practice development, support for returning preceptors, and performance and financial reporting.
Awards operate on reimbursement, with no advance payments or pre-award cost reimbursement. The administrative cost cap is 6.6% of project costs without written OEO approval. Funds must supplement, not supplant, existing public funding. Approved incentives and stipends require appropriate payment documentation. Each organization may submit only one application. The anticipated project period is November 9, 2026 through August 1, 2027, subject to award and funding approval.
