Broad Eligibility

Eligible lead applicants include state governments, county governments, city or township governments, special district governments, federally recognized Native American Tribal governments, and other qualifying units of local government such as towns, boroughs, parishes and villages. Healthcare and behavioral-health organizations should confirm whether they participate as partners rather than assume direct lead-applicant eligibility.

The U.S. Department of Justice Bureau of Justice Assistance is accepting applications for the FY 2026 Comprehensive Opioid, Stimulant, and Substance Use Site-Based Program (COSSUP). The program supports coordinated jurisdiction-level responses to overdose deaths and harms associated with illicit opioids, stimulants and other substances.

Allowable program directions include prevention and overdose-reversal access, treatment and recovery support in communities and correctional settings, reentry continuity, and coordinated public-safety and public-health strategies. Atlas treats healthcare providers, behavioral-health organizations, EMS and recovery organizations primarily as potential implementation partners unless they independently satisfy the controlling lead-applicant eligibility rules.
