Program overview
The Arizona Office of Economic Opportunity (OEO), as a subrecipient of AHCCCS under Arizona’s Rural Health Transformation Program (Assistance Listing 93.798), is accepting competitive applications to fund measurable retention and well-being interventions for rural Arizona healthcare personnel. This is applicant financial assistance, not procurement.
Funding and deadline
Individual award: $500,000. OEO anticipates two awards from a $1,000,000 total program pool; the program pool is not an individual award. The current administering agency’s Euna Grants solicitation lists applications open September 18, 2026 and due October 23, 2026 at 5:00 PM Arizona time. Eligibility
Eligible entities include rural-serving 501(c)(3) healthcare nonprofits, Critical Access Hospitals, clinics, FQHCs, behavioral-health providers, EMS agencies, qualifying for-profit healthcare employers and practice groups with rural Arizona sites, Tribal governments, and tribally operated healthcare programs. Funded services must benefit rural Arizona’s healthcare workforce. Applicants need an active SAM.gov registration and valid UEI, no exclusion or debarment, and organizational authority to implement the project at participating sites.
Eligible activities and restrictions
Proposals must address a specific workforce-retention or burnout driver through measurable interventions, such as evidence-based peer support, clinician well-being training, leadership practices, scheduling and workload redesign, appropriate safety and de-escalation training, or program evaluation. Recipients must establish a documented baseline within 90 days and provide progress and financial reports. Costs are reimbursed; no advance payments or pre-award expenses. No matching funds are required. Administrative costs generally may not exceed 6.6% unless OEO approves otherwise in writing. Prohibited costs include cash incentives or gift cards, staffing for ordinary clinical operations, new permanent staff positions, construction, personal gym memberships, lobbying, supplanting existing funding, and costs claimed under another federal award.
