Opportunity Overview
The South Carolina Opioid Recovery Fund Guaranteed Political Subdivision Subfund is accepting applications from participating South Carolina political subdivisions during the current fall 2026 application window. The South Carolina Opioid Recovery Fund Board administers the program using opioid settlement funds.
Application Window and Project Period
The current Guaranteed Political Subdivision application portal opened September 14, 2026 and closes October 16, 2026. The official application page does not publish a closing clock time or time zone. Approved projects for this cycle are scheduled for a project period of January 1 through December 31, 2027.
Eligible Applicants
Eligibility for this subfund is limited to South Carolina counties and municipalities that participated in the opioid settlements and received an allocation under the Guaranteed Political Subdivision Subfund. Funding requests must implement an approved opioid abatement strategy in South Carolina and benefit people living in South Carolina.
Funding
There is no single published award ceiling for all applicants. Each participating political subdivision applies against its available allocation under the South Carolina Opioid Settlement Allocation Agreement. Applicants should confirm their current available allocation before building the request.
The current official materials do not state a mandatory applicant match requirement. SCORF also states that opioid settlement funds may be used for matching or cost share where the proposed use remains consistent with settlement guidelines and Board approval.
Allowable Uses and Program Requirements
All requests must support one or more approved opioid remediation uses. Priority core strategies include naloxone and overdose reversal access, medication treatment and other opioid related treatment, services for pregnant and postpartum women, neonatal abstinence syndrome services, warm handoff and recovery services, treatment for incarcerated populations, prevention programs, syringe service programs, and evidence based data collection and research.
SCORF states that funded projects must use evidence based or evidence informed approaches. Requests may not supplant existing local, state or federal funding. Recipients are also subject to performance, fiscal, accounting, record keeping and reporting requirements.
Application Process
Applicants submit through the SCORF Grant Management System. The application requires entity and funding information together with a technical proposal describing an evidence based strategy aligned with an approved abatement use. Participating political subdivisions should verify their allocation and review the current technical proposal requirements before submission.
