Opportunity Overview
Delaware Prosperity Partnership (DPP), working with the Delaware Department of Health and Social Services (DHSS), is seeking an experienced organization to design and operate the Delaware Rural Health Challenge innovation accelerator. This is a direct program-operator procurement opportunity, not the startup grant application round.
Deadline and Key Dates
Proposals are due October 5, 2026, at 11:59 PM EDT. DPP has scheduled an information session for September 30, 2026, at 4:00 PM EDT. Applicants selected for second-round consideration are expected to be notified on or before October 12, 2026.
Program Scope
The selected operator will administer day-to-day accelerator programming and participant support under DPP oversight and DHSS rural-health and regulatory guidance. The program is intended to identify rural healthcare delivery challenges and recruit health-technology startups to validate, deploy, commercialize, and scale solutions in Delaware.
Funding Context
The Rural Tech Catalyst Fund is expected to provide up to $5,000,000 per year in milestone-based, non-dilutive grants to a qualifying cohort of startups. That figure is program grant funding for participating startups and should not be treated as the program-operator contract value unless the RFP expressly states otherwise.
