Opportunity Overview
The Developmental Disabilities Council of Oklahoma (DDCO) is accepting FY 2028 applications for contract funding for work performed between July 1, 2027 and June 30, 2028. DDCO does not characterize these awards as grants; approved applicants become contracted vendors and are reimbursed for defined goods and services.
Deadline and Funding Structure
DDCO’s current official FY 2028 funding page and application PDF, updated September 2, 2026, state that applications are due in full October 23, 2026. The current public instructions do not state a specific deadline time. Funding is reimbursement-based and generally requires a 25% non-federal match based on total project cost. Designated poverty-area projects may qualify for a lower match. For non-governmental entities, including for-profit and nonprofit corporations, requests above $25,000 are subject to Oklahoma competitive-purchasing restrictions and DDCO’s current instructions cap non-governmental project funding requests at $25,000. Governmental entities include public school districts, public colleges and universities, state/local agencies, and tribal governments.
Who Can Participate
The FY 2028 application is structured for proposed vendor applicants and asks applicants to identify whether they are a 501(c)(3), government entity, tribal nation, sole proprietor, registered partnership, or registered corporation. Every contractor must be registered in the Oklahoma State Supplier Portal. The current application ID field expressly accepts a Social Security Number, FEI Number, or OMES Supplier ID; a separate 10-digit OMES Supplier ID is therefore not established as mandatory for that application field when an FEI Number is used.
Program Requirements
Every proposed project must serve people with developmental disabilities and/or their families and align to at least one DDCO 2027-2031 State Plan goal: making information and services easier to find and use; advocacy and awareness; or supporting families and caregivers over time. The application requires a proposal narrative, needs assessment, vendor qualifications, target population, impact, best-practice support, systems-change explanation, implementation geography, projected performance measures, detailed budget, statement of work, sustainability plan, outreach and accessibility planning, and a logic model for contracts over $5,000. DDCO’s current evaluation rubric also emphasizes State Plan alignment, a detailed line-item budget and documented non-federal match, readiness, baseline and measurable impact, sustainability, and a strong outreach/accessibility plan.
Allowable-Cost Signals
DDCO may fund equipment when it is appropriate to the contracted project, but the instructions state that equipment should generally be returnable to the Council if a contract is cancelled. Federal law bars DDCO investment in real property, building enhancements, vehicles, and vehicle enhancements. DDCO also does not fund an item solely for one individual’s use.
