Eligible applicants are units of general local government and tribes. Eligible areas are the HUD-identified Most Impacted and Distressed counties of Cherokee, Clay, Sioux, and Woodbury, plus the State-identified MID counties of Buena Vista, Lyon, Pottawattamie, Dickinson, and Osceola. Non-entitlement units of local government must work with a council of governments or a procured consultant under IEDA’s Certified Grant Administrator policy.
Eligible Activities and National Objective
Eligible activities include acquisition, construction, reconstruction, or installation of public works, facilities, site improvements, and related infrastructure. Projects must demonstrate a disaster recovery tie-back or a qualifying mitigation purpose. The program primarily targets low-to-moderate-income area benefit; urgent-need treatment may be available in limited circumstances when the LMI objective cannot be achieved and the project has demonstrable disaster recovery or mitigation benefit in a MID area.
Match and Gap Funding
No match is required when the requested CDBG-DR amount is sufficient to complete the proposed project. If total project cost exceeds the requested CDBG-DR funding, the applicant must document committed, legally authorized, non-duplicative gap funding available within the project timeframe at the time of application.
Required Application Controls
Applicants must maintain an active SAM.gov registration and Unique Entity Identifier and complete the required public-hearing process. Required documentation includes the public-hearing affidavit and minutes, authorizing resolution, HUD disclosure and assurance forms, environmental-review acknowledgement, 2 CFR 200 competition certification, applicable LMI documentation, financial commitments, project-team identification, proof of procurement for project delivery and architecture/engineering services, site control, applicable Iowa DNR construction permit documentation, preliminary engineering or facilities plans, cost estimates, design documents, project map, floodplain map, stormwater engineering study when applicable, budget support, gap-funding evidence when needed, project schedule, duplication-of-benefits worksheet, and subrogation agreement.
