Opportunity Overview
The Ingham County Housing & Homeless Millage 2027 Critical/Emergent Housing and Homeless Services Funding is a county-administered Michigan funding opportunity supporting organizations that increase access to safe, affordable housing and/or services for people experiencing or at risk of homelessness in Ingham County.
Funding
Ingham County has identified $2.75 million in 2026 Housing & Homeless Millage funding for this program. Up to $2.2 million is expected to support the competitive 2027 funding round, with the County anticipating approximately 11 to 15 grants generally between $100,000 and $400,000. A separate $550,000 is reserved for qualifying urgent emergent-needs requests, with awards generally up to $100,000 and a maximum six-month expenditure period.
Deadline and Submission
The competitive application is due October 15, 2026 at 11:59 PM through the County’s Alchemer application. The controlling RFP and application publish the date and clock time but do not state a time zone. Atlas will not infer one. Emergent-needs applications are accepted on an early/rolling basis until reserved funds are committed.
Eligibility
Eligible applicants include 501(c)(3) nonprofit organizations, for-profit businesses, government-affiliated agencies, and community-based groups with an eligible fiscal sponsor. New or emerging programs may apply through an existing nonprofit, for-profit, or local governmental fiduciary sponsor. At least one service location must be in Ingham County, and applicants must demonstrate financial stability, capacity to manage grant funds, and relevant experience serving people experiencing or at risk of homelessness.
Eligible Projects and Costs
Priority activities include shelter expansion or improvement, preservation of housing units operated by housing programs, essential services and emergency shelter, shelter diversion, landlord incentive programs, permanent supportive housing, rental and other financial assistance, housing navigation, and case management. Eligible costs include direct service expenses, project-related shelter or housing facility expansion or improvements, homelessness prevention, staffing and administrative costs tied to program delivery, contracted services, and project materials and supplies.
General operating costs unrelated to the project, unrelated or past expenses unless explicitly approved, and capital expenditures without County approval are ineligible.
Match and Scoring
There is no minimum match requirement. Applicants are asked to identify cash and in-kind leverage, and the scoring matrix rewards leveraged funds, organizational experience, local support, community accessibility, and measurable impact. Bonus points are available for specialized services for populations such as older adults, families and at-risk youth, veterans, justice-involved populations, and people with documented mental or physical disabilities, as well as for strong transition-to-stable-housing and resource-navigation models.
Compliance and Reporting
Awardees must comply with County insurance, living-wage, monitoring, and applicable prevailing-wage requirements. Quarterly financial and progress reports are required, and the County may disburse up to 50% after agreement execution with the remainder tied to acceptable expenditure documentation.

Strong Atlas grant-assistance fit because the program is sizable, applicant-friendly, locally targeted, and requires a measurable, collaborative service-delivery case. Healthcare relevance is strongest for organizations combining housing stability with behavioral health, disability, elder, family, or care-navigation supports. N9+ fit is not established and is not being forced. QC Healthcare or Dr. Miltie direct-applicant eligibility is not established because the RFP requires an Ingham County service location and relevant homelessness/housing-service experience.
Verification Hold for ORIGINAL Outreach
The opportunity is current and actionable, but the controlling sources do not publish a deadline time zone.
