Opportunity Overview

The Kansas Department of Commerce is accepting 2026 applications for the Community Development Block Grant (CDBG) Community Facilities: Small Grants Program, a Kansas-administered federal pass-through opportunity for smaller public-facility and infrastructure projects that create a visible, lasting community benefit.

Funding and Deadline

Applicants may request up to $210,000. The total project cost may not exceed $231,000. Kansas Commerce lists $7.6 million as available for the Community Facilities Large and Small categories combined and identifies 10 expected awards for the Small Grants category.

Applications are due October 16, 2026 at 11:59 PM Central Time. An approved pre-application is required before a full application may be submitted.

Eligibility

Only qualifying Kansas cities and counties that are non-entitlement units of local government may apply. Kansas City, Lawrence, Leavenworth, Manhattan, Overland Park, Topeka, Wichita, and all of Johnson County are excluded from the State CDBG program. Projects must benefit at least 51% low- and moderate-income persons.

Eligible Uses

Current examples include minor renovations to libraries, community centers and public buildings; park and recreation improvements; public-safety improvements such as emergency sirens, security lighting and storm shelters; accessibility and ADA improvements; and post-award administrative, engineering and architectural services.

Match and Readiness

The required local match is 10% of the CDBG grant request. The initial public hearing must occur at least 15 full days before application submission, and the hearing notice must be published at least 5 full days before the hearing. Given the fixed October 16 deadline, this is an immediate readiness issue.
