Qualifying tribal organizations and certain rural public entities may also be eligible.

Projects must support homeland security and terrorism-prevention preparedness priorities. Current guidance identifies planning, training and awareness, exercises, and qualifying equipment or capital projects such as active-shooter preparedness, cybersecurity activities, employee security training, physical security improvements, CCTV, security screening, lighting, access controls, fencing and barriers, CBRNE detection, and communications equipment.
Equipment must be consistent with the applicable FEMA Authorized Equipment List and support HSGP mission and priority requirements. Applicants must satisfy applicable federal procurement, supplement-not-supplant, registration, NIMS, and eligibility requirements.
